I am a freak but I don't like the idea of an external thread as the rule maker here.
I like the idea of us playing gods.
Can we create our own world to play upon, with out own rules?

by "we" I mean before we write this thing, ie you/we can define the world in which we will play.

somebody should take charge of the game. For example explaining how action points work and then making sure everybody is using them correctly. I'll also second Kooka's motion that we should just do everything within HC.

I can copy some things from the other site, but I think I will only take a few of the abilities as examples (opening up creation of abilities (as long as they aren't completely overpowered) and I would like to impose the house rule that abilities and artifacts that grant universal omnipresence/ omniscience are banned. In every other game where they were not, the god with them just pulled dick moves all the time and basically overwhelmed every other god ever. Gods having general knowledge of their subjects/ creations and knowledge of what other gods share with them is fine, but knowing everything ever about anything (even if it is hidden) is just too much. >.>
ALSO! Should mortals be able to combat gods, and what are the results of divine combat? (Generally it's the winner's choice if they want to take a portion of the loser's followers, a few concepts, a relic or place of power or part of a plane of existence, though I have seen games where gods just outright die if they lose, and others where they are disabled for a week and do not get any new AP to spend when rollovers occur)

I was trying to avoid joining new RPs for now, but if Kooka and FoG are in this will be another kind of RP. One that I will be more than willing to participate in. Now... what is this thing all about?

It's all about Gods and the act of be godly. You basically get to define what that means. Things that are consistent for all gods though, you have certain "Levels" based on how active you are and your godly domains (so a God of Murder would be a lower level then a God of Death, Adultery and Law, just as a few examples). Each god has a certain amount of Action Points that they can spend on different creations, the higher your god's level, the more points he or she has to spend on actions.
Gods also have abilities, though they are limited in number. These abilities are permanent buff's to a god's abilities, and can either grant them a certain power (Let's say regeneration of health in battle or lowered costs when cursing someone) or they can chose/ create an ability that benefits their creations instead (A bonus to mortal warfare, abundance of food for their mortals, etc, etc).
Ability power action (or AP actions) are divided by cost (and thus relative power). I will include a list of AP actions that already exist soon. Just know that for MOST AP actions you can replicate them infinitely, as long as you have the AP to spend. The ultimate actions, which are Abilities and Divine Decrees, are limited because of their scope and raw power. Gods have very, very few Divine Decrees, (one for every two levels, to a maximum of three) and these decrees are world-affecting events. Decrees are things such as "There is free will" and "All souls will be judged," or even "All mortals have souls". Decrees can be ignored if a god spends a good amount of AP on every creation that the decree would affect. One god can spend a decree to remove another decree permanently, though neither god will be given a new decree to replace the negating decrees.
Beyond these simple guidelines, the game is incredibly dynamic and open to literally any world creation you could like. Remember that you do have to deal with other gods at some point, of course. You can make enemies and allies, heck you can even create divine societies and monuments with other gods if you want to.
Now, should I work on writing up my own version of this game (getting us some guideline costs/ abilities...), or should I just copy-pasta some stuff from the site I linked into the OP? I'll home rule a few things to make it simpler and more stream-lined for all of you, and to keep people from overpowering everyone and everything. Yay, balance!
