The easiest way is to rip creatures from some games.
Their creation requires some 3d modeling and other stuff.

You must prepare series of cadres for each creature movement group (to use with DEF Tool).
Each cadre is 450X400 with creature in centre.
Then you compile DEF.

People wanted to make new faction for WoG every week for last 10 years. Only one town (Grove) is working and it's far from polished. So maybe first start with something you CAN do?
My advice is to join people who already advanced some work and do it for VCMI, which is only proven and open platform for new towns.

True, dreams break when they come close to the reality - it is really hard to create something new from scratch rather than join the already WIP project. Such projects have much more potential and chances to come to the final version, while the ideas can stay as ideas. You can visit this resource to see how many (approximately) town ideas and concepts were posted on DF2 forums, and make yourself sure that only HotA's Cove town has made it to the very end. The conclusions are obvious.
Personally, I am not able to fulfill all my dreams too, but I am happy to participate in a project which requires my skills and abilities, and has enough potential to spend my free time on it. I just believe in it.
As for the 3D editing programs - both 3DS Max and Blender are good for the start, but Warmonger is right about a few years of practice. Especially if you're up to some high-poly modeling, not the buildings and dwellings. Actually, being able to handle at least one of these programs can help you very much in future - you will even be able to earn money using them. This is a knowledge which is useful in real life (if only the in-game script languages were so useful...).
So, really, it would be better to join any VCMI-oriented team since this platform is able to do literally anything you need for an entirely new town (I don't think you have something ultimately strange, unusual and impossible to implement in your mind). Era platform currently provides only an opportunity to replace towns, and its scripting will take another couple of years for you to get familiar with. Free assignment of tasks just can't come in a few weeks there.
