Thats only because no EU country has specified down rules that will dismantle most of the government, if the largest party is the people who do not vote combined with those who votes on nothing.

The problem with your suggestion is that you assume that it is remotely possible for any egyptian government to in the near future, keep its promises. And if you don't make any promises, you won't get any votes. There will be no progress if Cairo ends up in an uprising every single time a government can't keep up with the unrealistic expectations of the people.

Thats assuming academics and large organized factions are incapable of sitting down, looking a modified version of the prisoners dilemma, and beating it. Why do you assume a Intelligent group is incapable of Intelligent action, if given enough time do perform them?

Sure, academic groups can sit down and come up with ways to solve Egypt's problems. Implementing those ideas and getting both the people's approval and patience for them is much harder though. This is not a western democracy.

This is something that also is lacking in any western democracy. Again: Democracy or elected Aristocracy, which one it is are irrelevant so long they are not forced to keep what they promise.
