Well, basically you have to use MMArchive (which is in the Tools folder of the directory where you installed Era), open the mod PAC file(s) and search for all TXT files. You can open them with TxtEditor (which is also in the Tools folder) and translate everything.
After you finish with the TXTs, place them back to their PACs and you're done.
However, the maps must be translated manually in the map editor.
