Not sure what you mean? You seem to imply that T1/T2 spells are meaningless.

Mage Guilds shouldn't be the only source for spells, imho. I haven't checked the current beta enough (simply lack the time to really dive into it, even with the 5 days extension) to know how they handled it currently, but I would say a system not unlike H3: Artifacts, Spell Scrolls, adventure map buildings which may reward players once only or each visiting Hero, etc ...

Look, it's not the SPELL; it's the level on which you can cast it. Whether you cast a spell Unskilled or at Master is a world of difference.
So the main question isn't the guild, the main question is - what skill(s) CAN I develop to Master? And in THOSE skills you want a maximum in spells. You want as many spells as possible you can cast on highest level.
You do NOT want just spells.
So the important thing is THE HERO and their skills, and in the end the guild must allow FLEXIBILITY to cater for different heroes with different skill wheels.
Your suggestion doesn't allow that.

From my even more limited experience with the second beta (streams and no more), I can tell you that all of spell-giving structures, that you mentioned, have been added.
