Yeah, that's why it was published as an unfinished and buggy mess. Too part of the budget has gone on marketing an making stupid online crap like conflux that nobody wanted or needed, instead of making the game technically ready for release, but Ubi wanted for devs to put it there because now everything need to have online features!
God, how I hate the gaming scene today...

Yeah, that was the primary cause, you are right there.
But still, cutting the budget of the game which suffered from known causes (deadlines and clueless people behind the project) without correcting those and continuing in the SAME way but with even less money is clearly a receipt for a total disaster, which everyone with a half brain in a company could see from a mile away.

Naturally, but Ubisoft has not been making the brightest moves as of late as such those decisions seem to have become a norm, unfortunately.
