Halon's mysticism

How does Halon's mysticism specialty works exactly?
It says it gives a 5% bonus do the ability per level. Mind someone explain?

Mysticism normally restores 2, 3 or 4 mana at basic, advanced and expert level. But if you specialise in a skill, the skills effect gets +50% at level 10, doubles at level 20 and +150% at level 30. So lets say you have Halon at level 20 with expert Mysticism, he should restore 8 mana per day.
