Is Conflux too much of an idyllic utopia for drug use? Even if the elementals aren't interested, the sprites have got to use something, right?

I didn't and do not consider the Conflux a regular town.
Sprites find an honorable mentioning in the Tower essay.

Well, bots made me read a high quality post, for once 
I liked the attention to detail like the justifications of Inferno being a bad town gameplay wise (they are literally on crack), as well as the not so subtle (but rather accurate) anti cigarrette agenda  (which strangely enpugh, doesnt even mention that smoking will kill you, only that it doesn't make you feel anything worth it)

Well, I might add that the ever-inventive tower recently found a way to reduce the endangering effects of smoking that tobacco stuff. "Heating instead burning" is the new slogan - but of course the undead don't care about this "health risk" nonsense. After all they are beyond that.
