Note that ai pretty much needs Ballistics, if it should be any threat to towns at all. If ai does'nt have Ballistics you can just defend behind castle walls and let arrow towers take care of everything.

If you are at the point where you need to hide behind town walls from AI, then really no need to waste a slot for ballistic, it means AI got the right skills.

Maybe, but you can't always defend all your towns, if you don't have Town Portal and/or Dimension Door.

Situational. Unfortunately we are limited to 8 skills and when you look at them, 8 are almost mandatory if you want AI to successfully adapt to most common battle situations: offense, armorer, archery, wisdom, earth, air, resistance and leadership.

Why would ai need Archery if playing Fortress or Inferno?
Wisdom, Earth Magic, Logistics, Offense and Armorer seems the most important for ai imo (And Air Magic if Fly and DD is allowed)

Aha, so starts with inferno, priority patch skips archery, but what if AI gets a tower town, or 5 tower towns later? You can't just assume because it starts with a specific town it will never use the skill later.

Then if it is one thing which AI should never put his hands on, it is dimension door. The code about it is probably so bugged that it takes forever for AI to cast it.

Hmm you might be right about ai getting use of Archery later...
Honestly nobody should cast Dimension Door, it's almost like cheating, especially with Expert Air Magic, but I guess the same applies to Fly and Angel Wings (except if playing HotA, where you can't skip guards and gates with Fly)

why not tactics instead of leadership. Doesn`t the AI position smart? Or at least it will nullify your tactics skill.

Exactly, try it a few times and see. It has no idea who to protect in tactics phase, will just put everyone hexes ahead. Which is almost same as having mass haste later. But can replace leadership, agree.

Personnally, I'd left assessing ballistics for later. If the AI is able to raise any level of challenge (huge if, even with extra cash + minerals), then ballistics may be seen as more useful.
(And there is still Earthquake and earth magic priority.)

Maybe. I was on the fence on that one, because (1) my experience with AI tactics is foggy and (2) I am not sure how AI uses these skills in non-player fights (which is important for the early game). Leadership is underwhelming for player who collects artifacts easily. But AI can hurt with it, as a timed leadership role on a primary stack can reverse a battle. Bit of a long shot, I know.

(So water magic seems not as useless as people claim? Mass bless and mass cure as a counter. I understand that mass haste is a double powered answer to slow, though.)

watermagic is only useful if you use it to its full extend, which means something like cloning AAs in tough fights to resurrect with more power then any hero could ever have

if you dont do such things like the ai, then water is not very good

Last stage is, what value should AI see in construction of UPGRADE buildings? What upgrading order should it pursue within a town?

Does the upgrade order matter, though ? Is AI smart enough to prioritize base dwellings first ? Otherwise it won't matter because the only thing it will be able to upgrade will be... gnolls.
