Erdogan is part of the problem, that's for sure. He was hand in hand with Gulen until 2011. But he is legally elected and he is relatively transparent about his nepotism.
Gulen movement "picks" people from high-school, places them in key positions in judicial system, universities, police, military, intelligence. They steal test questions and deliver them to their future crypto servants. His brainwashed followers believe he is talking to the prophet in his dreams! And now, they went as far as bombing the Parliament. And although, I'm almost certain Erdogan will exploit the situation for even more power, any Western government would take the precautions he does at the moment. It's not the time to focus on his authoritarianism.

In case of Turkey, even if it realizes in the future, the full membership will still be taken to referandum by each member country and it will involve some restrictions in travel.
The free pass was about a 6 month visa-free travel period that was not permanent.

If you read the article you will have noticed that it IS stated that Merkel wasn't THEN prepared to let Turkey into the EU.
It was only a bargaining carrot.
