Because I think that popes also count, especially considering their rule over the Church on one side and the Papal States in Italy on the other. First of all, I would likely cast Cure and Fortune several times on Innocent VIII (in power from 1482 to 1492). Why him? Well, for a university subject I did some research into his life and accomplishments in order to understand his tomb monument in St. Peter's. This fifteenth-century structure by the Pollaiuolo brothers is quite unique for its time, in that it shows the pope twice: dead, laying on a bier and alive, enthroned while holding an important relic in one hand, that he managed to obtain during his rule. Only in the baroque era would we frequently see statues of popes enthroned and dramatic on their tomb monuments. Another interesting fact is that his monument used to be in the old St. Peter's and was transferred to the new one, along with just one other if I am not mistaken.
You can say that Giovanni Battista Cibo's elevation into the papacy was a compromise, mostly between Rodrigo Borgia and Giuliano della Rovere, who at the time controlled enough votes to have considerable power in conclave (see G. J. Meyer, "The Borgias. The Hidden History", 2013, p. 164-165). Innocent's papacy was short-lived, due to his poor health and rather bad decisions. Despite all that, if he had lived longer and ruled better, I wonder what he would have done for, say, the arts and what his tomb would have looked like in the end. Would he have been able to mount a campaign against the Turks as he planned but failed to do? Extending his life, increasing his health and popularity, Rodrigo Borgia (the future Alexander VI) may have become pope later or not at all.

Secondly, I would go back further in time to cast Animate Dead or Resurrection on Pope Formosus, so that he can witness his trial while still being alive, instead of as a corpse  .

But let's forget about popes for a moment, because there is one other ruler that in his time could use some HoMM3 spells. I am talking about the Dutch king Willem II (in power from 1840 to 1849). On him as well as on his heirs, I would cast at least Bless and Fortune, but also Visions. In his relatively short reign, Willem II proved to be a lover of the arts. He brought together a major collection, inspired by his brother-in-law Tsar Nicholas I. Works by Rubens, Raphael, Rembrandt, Leonardo dV and even Flemish primitives such as Jan van Eyck. Needless to say, had his collection remained intact after his death, museums such as the Rijksmuseum (and the Netherlands in general) would have a collection of even greater (inter)national importance than now. We have no Raphael here anymore, for example.
Unfortunately, when Willem II died in 1849 his heirs discovered that he had a major debt, including a loan of a million guilders from Nicholas I. As a result, his collection was simply put up for auction which attracted a great number of foreign collectors, while the Dutch state did nothing. Art, they said, was none of the government's business. Spoken in a century which later saw the rise of major nationalist tendencies and the so-called "Denkmalkultur", the praise of distant or recent national heroes by means of major monuments and statues all over the place. In 1873, Victor de Stuers published a pamphlet in which he critized the government's lack of action to do something about the neglect of the Dutch cultural heritage. By then, of course, it was too late (see Roel Pots, "Cultuur, koningen en democraten. Overheid & Cultuur in Nederland", 4e druk, 2010, p. 119).
With Visions, Willem II would have been able to foresee or know the risks. With Bless/Prayer and/or Fortune he would have had to means to know where to get the good stuff and how to make sure that he wouldn't lose it. The Netherlands would still have an art collection of exceptional quality. And that is something that I, professionally as wel as personally, would have loved to see and study.

I would probably use something simple as Magic Arrow (with lethal damage) on anyone who started evolving into a tyrant. Also would use it on religious leaders, if they started using the fact that magic arrow killed tyrants due God's will to strength their grip on people for any mind-enslaving purpose. Would basically magic-arrow-shot potential massive dangers, but would let small fishes live, because humanity needs smaller conflicts to learn survival and, hopefully, learn how to coexist with some differences.

Second try then, I'd cast curse or forgetfulness on king Victor Emmanuel II before he had the brilliant idea of not respecting his pacts with the French and instead claiming Italy as his own.
I'd also cast the same on good old Bismarck, or at least, forgetfulness until the Papacy was safe from the predatory claws of Piedmont.
And I'd probably cast dragon slayer on King Francis II of Bourbon Two-Sicilies, because I don't know of any spell that would allow him to overtake his officials betraying him, the Mafia becoming stronger all in the wake of a sclerotic madman coming with his thousand caretakers, but I still would want to cast something that could help and be cool.
You know what, meteor shower on the ships that brought the accursed thousand actually, but that isn't the scope of the thread I suppose.

I'd probably cast haste or bless on Salvini right now, we need more than ever to send a strong message to the EU regarding social and immigration policies, also it's pretty fun reading of the Eurocrats screeching at his every move.
Then, returning on the past, I'd cast sorrow on King Martin the elder of Aragon, so that he doesn't die of laughter and appoints Frederick de Luna as his heir of either the crown of Aragon or just the kingdom of Sicily. Thus saving us a lot of problems.
And an obligatory meteor shower on Charles of Anjou before the battle of Benevento, that bloodthirsty psychopath had to be stopped, and we would have retained our position of power in Europe much longer.
