Excluding special licenses that would be different from the standard license people get today.

I guess, it may go illegal on certain highway style roads in the future and international travel but there will always be country roads not appearing in any navigation system, mountain resorts, tiny little old streets where people will have to park with precision etc. So, at least for a very very long time, never.
Also, it would be necessary to be able to drive them in case of a system failure, so, no car will be designed to work exclusively on autodrive.

I am particularly agreed with the user - Ghost, when the cars will obtain ability to fly those gives to them a lot of speed and kinetic energy that can do harm to civilians, so to drive such kind of vessels you will need a license. At least in the rich countries.

We have flying cars. They're called planes.
I mostly had in mind the idea that once computers take over navigation and collisions come miniscule, it won't take long until we look back on human-driven cars as a wild and adventurous time period that is hazardous by contemporary standards.

I mean the flying cars like in "Back to the Future", or in the "The Fifth Element", besides - not so bad hollywood stuff (I mean the propagandize trash, but with some inclusions of the interesting stuff and ideas), I liked it.
About AI vs Human - nah, you see the peoples (to be more preciously, the Society, and it's particular Element) is like to feel a freedom, the car is a part of this "freedom", something like a mr Sparrow talkin his gibberish in the "Pirates of the Caribbean: The Curse of the Black Pearl", if you will take off this freedom you will, probably obtain a revolt, of course this in the countries where is a lot amount of freedoms allowed.
