It has recently happened to me but not on hc specifically and the occurrence seems random. When that happens I copy-paste the address, open it on another tab and I can scroll again normally.

It happened to me a couple of weeks ago on another website only, and with another browser.

Using FireFox almost exclusively, can't say I ever ran into the issue described.

If you don't see the scroll bar on the right, then the browser loaded the page only partially due to network latency or packet loss and may or may not keep trying to load the rest of it - either way the problem is somewhere between your PC and the server hosting HC (that thing - 81.4.102.147, you can ping it to see how it responds). If the scroll bar is present but not moving, then the browser window is stuck which could be either due to the browser itself or due to some of Bill Gates' special jokes. Either way the web-site itself has nothing to do with this, it's just a content which you "pull" from the server with your browser to view on your PC.
