Hill Fort problem

I just started playing H5 again. I noticed that in user made maps the Hill Fort cannot be used. The message is "re-upgrades are disabled on this map". What would I need to modify in the map editor to allow the Hill Fort to work?

There are 2 different hill forts, even though they look the same, it needs to be replaced with an hillfort with 'hillfortshared' blueprint
