should be the opposite then, balance-wise - 10% bonus for Wizard and only 3% bonus ( or no bonus ) for Barbarian, since it is tons harder to get that skill with mages, while it comes as second nature to Barbs
The best solution for it is that if it gives +3% to Wizards & other classes then it gives only 4% or 5% to Barbarians.

IMO secondary skills should stay the same for all classes.
If you have +1% hand-to-hand damage as Barbarian +1% per 5 levels, it already stacks with Offense.
Similarly if you have +3% spell damage for Wizards +3% per 5 levels, it already stacks with Sorcery.

About #"Map" abilities: I don't think that should work with Adventure map objects,
BUT, you could make it so that barbarians get 50% of the value of a building in a town by Demolishing it. Only 1 per day. So capture the enemy town and destroy their lvl 7 creature generator for resources :V
