Cloak, it works with anything even undead while the Horn only works about half the time (Experimental Shops, Red Towers, Crypts...). And it is relatively easy to assemble while the mapmaker has to place the Horn on the map.
Fangarms are quite better, though.

But, the absurd number of Fangarms cast hypnotize. And they have +1 speed than base Lich.
Also, the Cloak won't be that useful as the Horn with a non-undead faction (where you might not be able to upgrade Liches).
(I 'm just bringing arguments, btw, I'm not saying which one I think is better)

I said Fangarms are better. You forgot the endless retaliation that is the best part. If you can resurrect any number of losses that is their best quality, you can force most or all the enemy stacks to hit them while you keep the shooters safe.

No they haven't, that's why I was trying to increase their speed...

Plus, you get them in-battle. That's terrifying, in PvP especially.

That's has pros and cons... Let the thousands of Azure Dragons have high moral and hit your Sharpshooters, worthy troop with just 15 HP, and you can't resurrect them, besides your Archangels/Clone/Water Magic combo.
And you will never see a template allowing it to appear, I guess.
