I talk SoD now. But we hope you bring a Homm of strategies. The idea doesn't matter, therefore, conversation/discussion can.
BALLISTICS
It should spell immunity, when your troops are infantry/foot soldier attack against player's town, he/she casts Meteor Shower or Armageddon to your Ballistics, and you can't reach his/her town, if you have no expert Teleport. So you must surrender. But Ballistics is a powerful warlike to Stronghold, for example, if Barbarian hero has planned infantries/foot soldiers before he/she attacks against players town, Stronghold Barbarian hero uses Recanter's Cloak. Tower could easier to get a Recanter's Cloak from Artifact merchants. Another cause of the weak flying troops. You can't ban the Recanter's Cloak, and you use a Meteor Shower, etc Wrong! Stronghold has 3lvl spells too. But we know now Ballistics ages in H4 and Recanter's Cloak became 30% magic resistance.
ARTILLERY & FIRST AID & AMMO CART
Depends on position! If you have Artillery, First Aid and Magic Arrow, you can take a few of troops, example of only one War Unicorn, and go to swamp, you meet Drakon with 60 Gnolls, but no spells and warfares. You beat him. And you find a artifact, but 25 Lizard Warriors are guarded, ok you also beat them. How? Hit & Run variation plus warfare. It belonged to scout heroes. SCHOLAR & EAGLE EYE
A very poor vitality, because you release someone from prison, and you give TP him/her, also warlike. But if hero is might without spell book. Another what? You don't attack against towns but you collect experience points, etc Therefore poor skill can't allow 5lvl spells. I think Scholar and Eagle Eye were intended Fear spell in the RoE. So skill was vitality. How we find vitality again? Gem has Summon Boat, Alamar has Resurrection, etc and +XL maps, when enemy town is far away. How? Scout heroes with Ammo Cart, Ammo Cart and Clone. It can call them Pathfinfing, if map hasn't Swamp, Snow and Rough, so skill is useless. Another what? Heavy work! If you are skilled hero in scout role. It can't say heavy too. It's hardest strategy than Hit & Run.
LEARNING
True advanture map with scouting skills, if Quest Guard says 1150 or more experience point. Useful skill becomes you, if map gives over 27lvl and +XL maps. But rarely over 40lvl, because you handle enemies. Depends on mapmaker, all Ballistics, warfare and magicial handbooks too. If Jebus Cross, etc you don't meet skills. So chess has named over 1300 openings, and the best player can't remember them, and he/she practices 50 openings, what is common game. Remember WoG or H4 is much better skill. Why? Would get more use and remove to Tree of Knowledge. Why scouting skills? If you have Pathfinfing, Logistics and why not Fly and DD, you know about map, where are 64k Nomands, etc You visit every places. H4 called Stealth and fast Thief. And you leave a low experience to enemies. Remember a time and map or it becomes useless.

From my experience in SoD/Hota best skills for main hero are :
1. Offense
2. Armorer
3. Tactics
4. Logistics
5. Earth magic
6. Air magic
7. Wisdom
8. Diplomacy

That's really a classic combo but it can be countered by Expert Water Magic knowledgable Mighty Hero. Much easier if TP,DD,Fly and Diplomacy are banned. And thousand times easier if you wear Recanter's Cloak.

I think if you have earth and air magic you dont really need water magic. Other skills are better.
Also recanters cloak uses up your shoulder slot. Your opponent can just put cape of velosity in his shoulder slot and have + 2 speed to his whole army.

Fire + Earth. Use Earth Elemental summon and Armageddon. Ballistics to get spell priority. Easy peasy
If you skim enough you can use just fire and summon fire elementals, but they are weaker and less cool. Get it? They aren't cool, because they are fire...
