The inherent flaw of this spell is that it only works on stacks with low HP (at expert level, the max HP is Pwr*25+50).
With Spell Power 20, you can hypnotize a maximum of 550HP.
This allows you to hypnotize...2 Archangels. If your opponent has a stack of only 2 Archangels when you have Spell Power 20, Hypnotize will not have any impact on the outcome. Usually, the stacks that are weak enough that they can be hypnotized are also the most irrelevant.
Don't forget that a good ol' lightning at expert level does exactly Pwr*25+50 damage. Why would you need to hypnotize a weak stack of creatures which you can kill right away?

Hourglass just explained it in detail, can it still be misunderstood?
btw, pendant of second sight has a negative effect when playing against the AI. The AI considers blinding the most powerful stack more efficient than killing units with a lightning bolt or casting mass spells. In fights that will be won clearly anyway, wearing the pendant just increases the losses. Of course, this is just exploiting the AI's weakness, in MP such considerations will be irrelevant.

problem of pendant
My problem with this pendants that before attack I don't know what is useful. After battle I know.
