They give all spells regardless of Wisdom level...
Same with Spellbinder's hat. https://heroes.thelazy.net/index.php/Spellbinder%27s_Hat

Would it not add to overall balance to make them depend on the Wisdom level?

Barbarians have instant access to the most powerful spells with no investment in Wisdom. By making Wisdom a requirement will nerf those heroes a little.

Any reasons why this isn't so in H3?

Yeah! I remember years ago a great multiplayer saying he didn't pick Wisdom on Jebus Cross maps cause he was sure to get a few Tomes.
They come way too easy in rich templates and people don't care about building Mage Guilds or even learning Wisdom.

Yes, Air and Earth Tome and Spellbinder's Hat are pretty OP. Also Angel Wings of course.

NWC never expected people to play Heroes of Might and Magic competitively. That's why things are mostly balanced around coolness and flavour, and also why tragically underpowered skills like Eagle Eye have so much dedicated support. It's basically the exact same reason the early Magic: The Gathering sets are so wildly disproportionate in power level.

I don't get it, you blame the game for the direction fan made templates took? You were not supposed to find a tome day one in front of your starting town. The tome is just fine.

Ok, so it seems tere's no esoteric reason that I've missed. They were just designed (poorley) that way and it stuck.

Will try to change them in a mod.

While I don't disagree with you, just keep in mind that AI might heroes almost never gets Wisdom. So tomes and Spellbinder's Hat were actually ways for them to get those spells.
Of course letting them start with Wisdom or changing the algorithm, so they pick Wisdom a lot more often, perhaps makes better sense...

Wisdom isn't important.. But playability is a risk.. If others get first or you can't find them.. And then magic immune, if Cape of Silence, for example, and they can cast lvl 3-5..

H4 is much better, when scroll can play without "Wisdom" and their effect same as Air -, Earth skill.. In H4 scroll gives 100% effect.. So Barbarians can search for Hypnotize, Vampiric Touch, Mass Slow, etc H4 is a real game, when might and magic hero are apart, but H3 heroes are a combination of class I understand that H3 is an old engine.. If HotA crew could fix.. So don't complain about it, thus Beastmaster, Knight, etc are also playing without Wisdom.. Only effect i.e. Air -, Earth skill, etc with..

Tome of Fire is also OP, esp. Conflux.. Thus Armageddon, etc
