A quasi-Conflux idea for a new town
As we all know the system of magic in the new HOMM4 is designed in a shape of a pentagram and it's not possible to put a new alignment without destroying its balance. But I think there's still place for a new type of town - with an emphasis on magic. You see, this could be a reverse of Barbarian castle - you would be able to recruit only the magical heroes from all the castles + some kind of ultra-magic heroes starting with three magic schools. The magic tower would have access to all the magic schools and there could be some magic-enhancing buildings in the town (just like the might/magic resistance buildings in Stronghold). The creatures could be weaker or appear in smaller numbers.
And so it would be a little similar to the Conflux Castle - of course without the elementals of Preserve - but with some other magical-looking creatures (like the 6-level creature from Conflux) - for example the 4-level unit would be able to turn into the enemy's strongest creature (it could be called a Chameleon or sth . I can't think of a story behind this new city, but we can always say they came from an other dimension or something.
What do you think about it?

This is something that might well enough work. As you stated the tavern of the 'new conflux'-town could recruit the magic heroes from every alignment. I think it's best that there would be no new class starting with three magic skills, 'cause it would be quite impossible to change all interfaces, adding a new skill class for magic, while there are already four might classes to five magic classes. This new town would have the ability to choose any of the five existing mageguilds and has to choice over all libraries (of course there can be only one mageguild and two libraries) Their advantage would be that they can start with magic-combos as nature-order-magic, chaos-order-magic right from the start. There should also be a library of some sort that can teach the basic skill of each magic--alignment.

I like it. What you should do for Hero recruiting is the town can recruit any magic Hero, and then that magic Hero automatically starts out with another magic type primary skill from one of its neighboring alignments. The Hero then becomes the Magic-Conflux alignment. Example:
I go into my tavern and decide to recruit Scorage the Sorcerer. I drag his portrait into the center of the diagram (where barbarians would normally be), and his portrait ring changes color to match that of the Mage-Conflux, and basic Nature Magic is added in addition to Chaos Magic. I click the "buy" button, and now have Scorage the Magician.

My point of view
In this town you can only recruit heroes of one type. Its starting skill is "Enchantent". First secondary skill defines the access to magic schools (Basic - the hero can learn any 1st level spells; GM - ability to learn ANY spells). Next secondary skill does the same as the second skill in any magic primary skill, but once again, works for all schools.
Now the most interesting part - creatures. Creatures in this town should be recruited in Magic Portal. It works like Creature Portal in Preserve. The difference is that available creatures' type and quantity is defined by the third secondary skill in that primary. Basic level - you can only recruit lvl1 and they cost much. Expert - you can recruit up to level 3 and all teh creatures cost is average. GM - You can recruit all the creatures and they cost cheap enough. All the creatures should have a spellbook with one spell in each, so that all magic schools would be used.

You can't seriously mean this. one building for all creatures?! The way it could work is the normal eight creatures per town, and in addition you could build this portal that produces creatures according to the level of the skill.

we hateses them odsvinses we hates thems. we thinx of good plan yes goood Shadow_elf. firssist level creatursis are recruetsed at the sames's place thes level one magicses scool . so onses ups to level threeses *( the level 4is the same as others as mentioned below) then ses the magic schoolses has three spells of all magic but the levelses threes creaturlings are coming froms the mage breeders hut. the mage breeder hut lets u take two level 4 creatures breedt them and then recruit them. when u breed creatures u setses ratioses ands thenses u get a creaturelingses (ie. if you had %60 blackdragon and %40 devil ud get a black dragon with the devils hp and all the special abilities of both are divided by 2 so ur creature would teleport half the board be %50 resistant to magic and be able to summon half the amount of ice demonsas a normal devil). the magic schools would be ur choice so u could hav ur first level base (the one with three spells) magic school order level two chaos and so on. my ideases is goodses ye my precsiose yes

Or then the mage guild would have 5 spells for EACH level (one per school).
This reminds me a former idea of conflux. In that idea the conflux would be like it was in the HOMM III: a elemental town but it would have four creature choises for each level after 1. So for level 1 there are creatures common for every element. But if you select a water based creature as 2 level unit, you can only build creatures based on water.

Maybe this town should have more than 5 level mage guild.
And higher level magic can only be learned by certain clases
(GM Conflx magic(or whatever) + Gm life magic)
