Don't want to make to many rules
I respect that since you are the one doing the work but I like to sound out my opinions for you to accept or reject.

I think the clans can take off in a month under the right circumstances. I believe there will be double the number of barons at that time. If we somehow spread the Barons out I think we could easly have 20 clans at this time.
I think there are a lot of players being left out of this simply because of their perceived playing strength that is given by their rating. The rating system is still new and it takes time to build a high rating. They are being cut out because Clans that don't know them or played against them have only the rating to judge them with.
Clans naturally want to make their clan as strong as possible, so they are inclined to only offer the highest rated players to join. I would like to propose a system where even the lowest rated players could be sought after by the Clans.
This system is simple. Put a limit on the total overall rating a clan may have. The number what this total overall rating would try to maximize the number of overall players. The easiest way to get it would to average the rating of all players footman and higher and then add an offset of say 50-100 points to it because probably there are more higher rated players that want to play than lower.
A more accurate method would be to have a list of all players even thinking about joining a clan and average it. If this list existed it would greatly help clans find players willing to join them. You could even attach preferences to it such as 2-4 min, fixed or mobil, difficulity level, and times available to play.
the artifacts will range from the trivial to the moderately strong, but none have been designed to make any clan all powerful -- the only real strength lies in upgrading the clans by holding adjacent lands.
Ok so I was wrong about the artifacts, but later barons may be intimidated by the strength of older clan's strength from their land holdings and not try to open a clan because of this.

Eventually the rankings will be saturated with barons, and will be considered a 'lesser rank'. We will have legionnaires, lords, and emperors. Notice if you are one of these higher ranks, you can only be a leader. So paperhero you are looking at the situation rather prematurely; since we have maybe as much as 1.5 years for the rankings to mature, there is a long way to go.
The way I see it in the long run it will be the other way, where there will be more active baron or higher rank leader types than there will be members.
I mean look... even bobntamr1 made it to squire yesterday...hahahaaaa
Keep things simple, not add too many rules. Right now we need to fire up some clan wars and foot some activity into clans. There is room now for 10 clans, enough barons and lower ranked players to go around.
Each clan war takes as much as a month to play, so earlybird clans will not have much of a head start.
