Yes But...
That's where its legacy comes into play. If nothing else, the British navy has proven time and again that it has the ability to defeat overwhelming odds at sea. One thing that your country has taught the world is to never underestimate the British Royal navy. The Spanish armada, Napoleonic France, and Nazi Germany(LoL, remember the bismark?) have all learned this the hard way.
As for an amphibious assault, I'd argue that advances in naval technology more than make up for its manpower shortages.

Oh I don't doubt they'd do a fine job, but the design and intended role, coupled with the numerical limits does sorely limit our potential to operate outside the locality of the UK. We came remarkably close to loosing to Argentina during the falklands when our navy was at complete full stretch and had they (ie their high command) put in more effort the result would probably have been very different. Just one example that we may often triumph, but we are not going to be able to ride our luck forever.
