I Think weather would be fine
It could be pretty fine to have weather,like if the wind is too strong than the movement penalti would be bigger.If its raining than the resouce would spoil.And some thing like that!!

actually... now that i thought about it, weather isn't that good after all.
Firstly, since Homm is meant to be turn-based, not realtime. Weather could cause complications to the gameplay.
Secondly, weather would turn the game into RPG, not stategy.
But still, there might be a way to include weather without ruining the gameplay.

I would love to see Fog in teh combat screen. That way you cant see your opponents and they cant see you, so you have to move about until you saw them at close range.
casting spells like inferno or fire ring could be dangerous as you might end up hitting your own army in the process.
Could alos affect morale as live creatures become confused by the situation

Some ideas on...
Weather and creature growth:
When atmosphere particularly moist, undead get lower growth rate (rotting corpses), while zombies and iron-based troops (golems, maybe swordsmen and such) suffer speed and defense penalty (rotting body/rusty equipment).
Seasons:
On spring, all good-aligned living creatures get morale boost, while evil-aligned ones get morale penalty. Vice versa in autumn.

Couple Weather ideas..
Clouds: No effect, but can grow to rain or snow
Rain: Cut movement(both combat and adventure) by 1/4, 1/3 for flyers. Cut visibility by 1/3. Fire spells function poorly. Fire Creatures(elementals, efreet) have some penalty
Rainstorm: Cut movement(both combat and adventure) by 1/3, 1/2 for flyers Cut visibility by 1/2. Fire spells do not work. Fire Creatures(elementals, efreet) have some penalty
Thunderstorm: Cut movement by 2/3, flyers by 3/4, in combat, flyers and tall creatures have a small chance to be struck by lighting. Bolts would strike the battlefield randomly for effect, but only tall and flyers would be affected. Visibility is 1 cell. Fire spells do not work. Fire Creatures(elementals, efreet) have some penalty. Lighting spells are more effective. Depending on type of creatures, may experience death from exposure(on adventure map). In water, cannot land, small creatures may be thrown overboard, no combat possible, move randomly at 50% movement
Mist: Cut visibility by 1/3
Fog: Cut visibility by 1/2
Split-pea soup fog: Visibility is 1 cell

Earth Shattering: Land units are immobile, All land units have a chance to die. Ground combat immpossible. Repairs necessary in a town.
Rough seas: Reduce oversea movement by 1/3, in combat ground units crossing to another ship may be thrown overboard.
Gale: Reduce oversea movement by 2/3, cannot land, small creatures may be thrown overboard, no combat possible, Cut visibility by 2/3
Hurricane: Randomly move at 150% rate, cannot land, all creatures have a chance to be thrown overboard, no combat possible. Small chance for ship to be destroyed. Visibility is 1 cell
Calm eruption: Lava will appear around volcano
Violent eruption: Reduces visibility in huge area by 1/2 (ash cloud). in smaller area, creatures may die from poisonous gases. Lava will appear around volcano very rapidly
These weather effects are controlled by the mapmaker, who can set zones where weather will appear at what chance and what type. The mapmaker can also set weather effects that will happen via event

Very good ideas, Magus.
There is just one little problem with it. All conditions somehow seem to penalize fire spells and movement, while the snow conditions increase the strenght of cold spells. Fire spells and high movement are the two strongest points of the Chaos allignment, so they would be weakened much more than the other allignments by this system.

volcanos should increase earth and fire spell damage, and i have an idea for blizzards and fire spells.
the spell has a 50% chance of not working, but if it does, than the effectiveness will be doubled. for example. lets saya goblin gets a fireball in normal conditions, the goblin would recieve normal damage because the change in temperature is not too much, but if it is hit by a fireball when its snowing the goblins cold skin will instantly burn because the goblin wsa so cold, and is now so hot. but like i said the spell has a 50% chance of not working

I think weather is too much maybe on the adventure map...but on the battlefield it could create many problems...think about it....if the wind comes in your direction you can easily loose the battle...maybe in the background it could work...or with minimum penalties.The visual effects would be great but you must think about the penalty system...it would make a much too bigger difference between armies.And even if there where weather the undead would have a bigger advantage cause they dont care about weather...the wind wouldnt affect them cause they are skeletical ...and ghost like.And think about the artifacts...there would have to be douzens of artifacts that could negate the penalties.It would get borring to switch the boots for every weather.

there wouldnt have to be artifacts like that, and they dont have to negate single penalties, and the undead would also have penalties too such as sunny weather

I agree, but since in Heroes V it has been said that towns will no longer be built around common magic themes, im assuming it will be using the heroes III elemental magic system. With your objection with the movement, if you can think of a type of harmful weather that wouldn't be hard to move in, feel free to post it. Also i was keeping with mundane weather, arcane weather would be very interesting.

If you are right about the allignment system, then there is nothing wrong. It's fine if the weather decreases movement, as long as one allignment does not suffer more than the others.
The announcement about the magic system was actually very puzzling, since we now have two statements:
1) Towns will no longer be centered around a theme of magic.
2) I got this quote from CH.
"Actually, Xeno, the towns aren't going to return to what they were like in Heroes I-III, but instead they are going to become truly unique and individual in Heroes V. I know that sounds cryptic now, but believe me, we're taking a huge step forward."
Make of it what you want, but how can the towns be "truly unique" if they all share the same system of magic. They will share the same magic, if they no longer have their own. The two statements sound a bit contradictory to me.

mebey lightning bolt cast lightning bolt in combat makes weather storm clouds 20% chance to strike a ramdom target after each round

Well for those who wouldn't like the weather as an rpg-factor, I'm sure it wouldn't be too hard for 3D0 to include a "disable all weather effects" button on the scenario screen. I don't believe people would object to weather as a graphical feature. If it looks well, I fail to see any downside with it.

Weather should be included, but it shouldn't appear randomly. That would be too much work for the computer. Weather should be a landscape object that has minor effects on the battlefield ie. shading, rain, line of sight, spells (Fire spells cast at -50% efficiency in stormy conditions, while lightning spells cast at +100% efficiency), movement, etc.

As I said before, the mapmaker should be able to place weather, or zones where weather could appear randomly.
And how would it be too much work for the computer, here is a simplied version of the code that would be necessary
When Turn Ends
If WeatherZone1.WeatherOn=False Then
Random from 1 to 100
If Random < WeatherChance then
Create WeatherEffect at RandomXpos,RandomYpo in zone
End if
Else
Random from 1 to 100

i think that weather would be great and 4 seasons also but why not make that thunderbirds if lightning struck him he have ressurection. (sp??) or titans also.
of course must be made that in storm fire elementals lose HP but there must be also tornado where would fire elements will be in advance.
os sea there must be storms in which will water elements be superior.
every season will be good for 2 types of cities.
in beggining of that season this city will have creature grow about 50% more and opposite town will be in worse position because their creatures will have 20% health less or somthing like that.
storm must travel through map. but there are also good and bad storm.
good storm will give hero possibillity to travel 100% longer and will teleport him on random place on map and bad storm will take all movoment points for 2 days and will take some of hero's army (like whirlpool).
and of course when there is battle inside of storm and lightning can struck anti magic spell doesn't work.
if lightning struck you your HP will be reduced.

or not maybe the thunderbirds but not titans maybe titans wouldnt be affected by the storm or it increases their shots and damage
