What an appropriate question to ask on this day, July 1st, Canada's birthday. I hope that your dad is celebrating Canada Day along with all of us Canadians, Rebirth!
Anyways, let's get to your question, now. I looked over many websites and even called a few "Child & Parent Assistance Phone Lines", so I have a few things to report. Although I vaguely remember hearing something (a few years ago) about a possible government program, where parents of violent/abusive/troubled teens could bring their children to court; I wasn't able to find anything that confirms its existence. Nor was I able to find any proof that it was ever adopted as Law.
I did, however, find something that disputes your father's argument. I read this summary-document produced by the Government of Canada, entitled "Parent Abuse: The abuse of parents by their teenage children" (Adobe-PDF)
On page 4 of the document, it explains:Quote: The Legal System
Legal rights
Although laws differ across Canada, most parents are legally bound to provide for their children until they are 19 years of age. However, their obligation to children between the ages of 16 and 19 years is not clear. {etc, etc, etc.}
Well, I hope that you won't make too much of a "big deal" about this with your dad, Rebirth, because I would hate to have him change his opinion of Canada. He's right, after all, it is the best country in the whole damn world!

thx for the research. i dont think that he will change his opinion of Canada since im sure there are many more things that are great about Canada
here is a joke that fits in very well with my dad and Canada being perfect in his eyes. "when u die, u go to Canada"

I do not believe that the parents are completly to blame for the way their children turn out.
From the day a child is bone until they day he/she dies they are shaped and moulded by the day to day events that they experiance through life, so of that is through the parents. If a child becomes a criminal due to the fact the they had a parent that did the same it is not completly that parents fault because the child grows up with moral values and has the option of following in their parents footsteps or choosing a life that is totaly void of their bad influences.
What your parents teach you through your life may be from their own childhood or the morals that they taught themselves in order to not repeat the past mistakes. As the saying goes "no one person is perfact,if they were the world would be perfact".
I like to keep in mind a quote form the Savage Garden song Affirmation: "I believe your parents did the best job they knew how to do".
