Dragons and Genies
[master genies do in fact cast slayer on allies sometimes in non-utopia fights that have dragons, i would be curious if they are smart enough to cast slayer vs. behemoths and hydras|
Yes, they are. When and I don't do it often I have both dragons and Master Genies on my army I allways go for them first.
Sometimes I just get a ? but is not rare it is PRAYER and you can be sure it will be a significant spell because you can't get no stupid spell adressing like to cast Shield on your Titans when you are the strongest one and AI will look for the weaker units to attack first.

I've read somewhere in this forum that if a seer's hut is looking for an artifact, it wont show up in Black Markets, Artifact Merchants etc. Shortly, that artifact won't spawn randomly and there will be only one available on the map. Is that the way it is until we bring the artifact to the seer's hut or does the situation last through out the whole game?

Quote: Whatever spell for which an opposite spell does exist will dispell said opposite spell THEN apply if it is cast on a creature previously affected by the opposite spell.
(example : Casting HASTE on a blinded stack won't unblind it, it will simply increase the stack's speed ; but Casting Haste on a SLOWED stack will DISPELL the Slow spell THEN apply normally).
The Legendary Skel
This is most likely inspired by the way enchantments work in Heroes of Might and Magic (1). In that game, a unit can only have 1 enchantment at a time. You can override Bless with Curse, Haste with Slow. But you can also actually override Protection with Slow, or Paralysis with Bless.
It creates some interesting tactical choices sometimes. For example Ogres are a great target for Haste spell. When hasted, they will act first in your next turn (as long as no other units you control are under the effect of Haste). You have to choose between keeping your ogres hasted, and buffing them with Bloodlust, for example.

It is a long time since I played h3 but if I recall, ogre magi cast bloodlust at exp level if hero has exp fire? Also, does this happen with genies bless if hero has exp water?
About the arrow remaining in elves or archers, it is better to clarify. If against archers, you have an arch angel and four single pikemam. It is the archers one shot. After the archer kills one pike with one shot, it appears that the archer still have two arrows left. If it kills the next pikemam with one shot will it still have two arrows left? Or one or zero?

No to first part.
Second part was worded really confusingly, not sure what you're asking.

The tavern rumours here says marksmen and grand elves still have full shots left. Like if they have one remaining shot left, they shoot only once and a creature gets killed, they still can shoot the next turn, presumably twice still. So in this next turn, if they again shoot only once, bcan they repeat and sort of not run out of shots?

Still confusing so I'll just explain it. If Marksmen/Grand Elves have 1 shot remaining, they can still do their double attack one more time, despite having only 1 shot left. So it'll show -1 after that, despite the fact that shots aren't supposed to go below 0.

Ahh.. One more. I do not recall if the manual says how much adjacent damage is caused when creatures are affected by things like Nagoya fireball or liches poison air. It is not clear if the adjacent creatures get identical damage as the target or only a fraction

Do the treasury of rampart and necromancy amplifier accumulate? Is there a difference between having one and having four of them?

But in what way? Would having two treasuries cause you to have 120% gold (10% + 10%), or 121% (100% * 1.1 = 110%, and 110% * 1.1 = 121%)? Same question for Necromancy Amplifier.

The treasury description says it quite clearly: To the amount of money you have on the end of day 7, the treasury will add 10% on day 1. So all treasuries add 10% to the original amount of money on day 7.
Every amplifier adds additional 10% to the necro skill.
2 amplifiers and expert necro = 50% necro

You sure? I'd rather say that AI was never coded to use Berserk, not coded not to use it
One more reason to remove that spell from every scenario you have!
Seriously, it's so massively abusive that the manual should've had a caption reading "Only for chickens" in small text beside it.
