My thoughts about this concept were as you stated, meaning that noobs are allowed to speak and others try either to persuade them, or give links to show they are wrong or simply ignore them. However, this seems not to work good around. So another idea on the "descrimination" is the following:
Apart from the 2 zones of stars (red and yellow) people can have another one (let's say green on what follows). Now, each new member starts with just one green star. On his profile he/she can enhance his profile with 2 green stars if he/she associates his/her profile with a profile on TOH that has at least one online game. Now, from that point on, green stars will be handled directly from player's online experience (and results ) as it is recorded on TOH. Just an example of the manipulation:
3 green stars: Player has played at least 10 recorded games OR has achieved 5 victories versus different opponents.
4 green stars: Player has achieved at least 30 victories AND at least 15 of them were versus different opponents.
5 green stars: Player has achieved at least 60 victories AND at least 45 of them were versus different opponents.
6 green stars: Figure out something similar...

* Now, let's come to the idea behind those stars. Whenever someone generates a thread he can set a "lower bound" on green stars so that people with green stars lower than what is set by the creator can not participate. They have to earn that ... Of course, there has to be an exception here: Suppose there is a noob asking for vet help on a matter. He should be able to participate in the thread he created even if he has no online experience, so that there is a dialogue.
* Of course the user who created a thread should have the option on changing the lower bound if he wants to. This leads to housekeeping jobs: meaning a log is necessary for each thread, where everything will be recorded because the "available posters" will vary with every change on that variable (lower bound on green stars). A further consequence which has to be considered is the manipulation of someone's post when lower bound no longer allows this person to post on the specific thread any more. One more point - so as to reduce the length of the various logs for each thread - is NOT to allow the user to change the "lower bound green star variable" often, i.e. not until one more post is made - anyway, something similar to floodprotect but with a more long-term option.
