dwarves are far too subservient, they'd get ridden by a wolf instead of riding a wolf... lol! now goblins... they're totally another matter...
i'd love to have wolf raiders back! love them! the wolves looked so cute!

oh ya all those nice white teeth and sloober just so cuddly.lol
but ya the wolf riders were a realy nice touch to the game and I hope they do come back with the barbarians attached to them.

why neutral creatures didn't have their own towns? I always like phoenixes as my army like in HoMM3

elementals are 400, death knight are 1200, pheonix is 10000, where do you buy them?

Elementals can be bought at the Elemental Conflux (random type each week, growth is about 4 or 5)
The other neutrals can't normally be bought (the exception being the ToTE Necro Campaign, where you can buy Dread Knights in a Necro Military Outpost in the third mission).
The prices are mostly there for actions that depend on the original price (Sacrifice(?), Slave Market, creatures offering to join for money).

can't one hire phoenixes in that deserter camp or whatever it's name (the building where you can by any creature from tier 4 and up.)

4 and only 4. The numbers do not increase (even if you get the same elemental the next week and there is no hiring the previous week), and no caravanning either (the conflux just does not show up, unlike other external dwellings).

Refugee camp --- but no neutrals (so no phoenixes), dwarven units (so no fire/magma/lava dragons) and alternative upgrades (maybe because its programming was done before alternative upgrades and no way to adapt it), surprisingly can recruit ghosts and spectres (don't understand why).

There are a few neutral creatures in Heroes V WITHOUT the expansions. These creatures are, Zealot, Death Knight, Phoenix, Mummy, Air Elemental, Water Elemental, Fire Elemental, and Earth Elemental. With the expansions, Zealots become an additional upgrade to the Haven's priests.
