You start with a 1. The idea is that in the next line you "read" the above one: "One '1' " which you could write as 1x1, or just 11.
This continues. 11 is read as "two '1's" or 2x1 or just 21.
21 is then read as "One '2' and one '1' " i.e. 1x2,1x1 or just 1211.
And so on: 1211, is read as "One '1', one '2' and two '1's" or 1x1,1x2,2x1 or 111221.
Next is "Three '1's, two '2's and one '1' " : 3x1,2x2,1x1 = 312211.
And so on.
4 will never appear.
