Small Map -> Fort, Citadel, Castle, T6, Capitol, T7
Large Map with no start-fort -> Capitol, T6, Fort, Citadel, Castle, T7
Large Map with start-fort -> Capitol, Citadel, Castle, T6, T7

in my opinion,build the "daily income" buildings first to get more income for you to use(resource silos,elven fountain thingy.). then start trying to build the unupgraded dwellings, dwelling boosters (you know like spawn of chaos,halls of horror etc.) and then the citadel.Doing this before each new week will give you the "quick start" advantage with more troops.
Day seven+Build Imp Crucible=More imps.
