This technical - magical idea is good. Here is what I think:
1. Magical - they can be elemental warriors, and mages, like my old brimstone mini neutral town.
Like elemental warriors can use the power of the elementals to fight, this 4 seals - Earth, air, fire and water. Like to have 4 unique spells (the seals) or this can be race ability. Seal of Earth can be ultimate defensive skill, and Seal of fire offensive.
They can be magical creatures and humans
2. Technical, it can be race of Gremlins, goblins or gnomes (or why not all of them), usual they are engineers , Level 7 can actually be small creature like Tinkers:
Its creature with more robotic arms, legs, weapons, shields... etc. on it.

I still think you mess it up completely. Genies, Mages and Titans has nothing to do in this town. They are Magical being, not mechanical. There have been a range of excellent suggestions for Tech factions previously - I even think there was a "perfect" faction thread, that never really manifested in anything (look here), but what you want to look for is something that includes:
- Engineers.
- Bombers.
- Balloons.
- Tanks?
- Artillery.
- Constructs, i.e. Golems and possibly modified Gargoyles, Dragon Golems.
Personally, I would avoid the all-industrial path, and thus scrap Tanks, and go for a line-up which includes something like:
1. Repairman (basic footman with repair ability)
2. Gargoyle (flying construct)
3. Golem (walking construct)
4. Engineer (possibly ranged creature with explosives and advanced repair/construction options - look into Daystar's suggestions on page 2 and 4 of linked thread above).
5. Baloon (flying construct, drops things).
6. ?
7. Dragon Golem
Machines can be mastered by home race, best suggestion would be Gnomes which in many fantasy settings are notorious for the Enegineering abilities.

Again, I think you mess things up a lot - Golems and Dragon Golems should not go here, as this is the Magical town, and they are constructs. Line-up could look something like this:
1. Accolyte (or Gremlin, but I would use this option to emphasize the human foundation of this town)
2. ? (some minor elemental creature)
3. Mage (caster)
4. Elementals (4 different kinds)
5. Djinns (elemental beings)
6. Rakshasas (elemental spirits)
7. Titans (elemental giants)
What I think is important is that you need to emphasize the different themes of these two towns - Magic vs. Mechanic - in order to make a point of making Academy into two towns. Currently, we have one Academy which is a mess of Mechanic and Magic, and making it into two towns that are a mess of Magic and Mechanics seems redundant to me.

sorry for your anger alcy, i was trying to finsh cousework at the same time, so can you give me a break, however thanks for your post, but i get the feeling at some point we will say "there should be 3/4/5 types of academy" and i don't wont that, so thanks for the spearhead!

I'm not angry, just perhaps a bit critical. Don't confuse the two. And I'm just trying to give my two cents on how to make this project make most sense in my eyes, so you can always take it or leave it.

I think it should be something like
Academy:
1. Halfling

3. Will-o-Wisp
4. Mage
5. Genie
6. Rakshasa
7. Can't come up with a name, but it should either be some sort of bound Devil, or something like the Will-o-Wisp, but bigger.
Forge:
1. Gremlin
2. A swordsman in Da Vinci's flying machine
3. Golem
4. Alchemist
5. Some sort of primitive mortar
6. Battering Ram
7. Titan

So here is my list:
Forge.
1. Halfing-Halfing Enigeer
2. Alchemist-Crazy Alchemist (lol i couldt find a better name)
3. Golem-Golem Worker
4. Cannon-Explosive Mortar (same as Crazy Alchemist)
5. Battle Ballon-Zeppelin Blaster
6. Tinker-Master Tinker
7. Colossus-Titan
Academy.
1. Wisp-Twilight Wisp
2. Stone Gargolyte-Marble Gargolyte (same as mortar and alchemist)
3. Elemental-Lesser Elementals (same as before, but you buy a kind of Summoning Runes instead of creatures as the creatures as summoned in the begining of the battle).
4. Mage-Archmage
5. Genie-Genie Sultan
6. Rakshasa-Rakshasa Rani
7. Mana Dragon-Arcane Dragon

Condensed list of my suggestions, including some new forge creatures.
Academy (Suggested alternate name Arcanum) So far no alt upgrade ideas
Tier 1 - Halflings? <since mephit is out>
Tier 2 - Steam > Fog elemental
Tier 3 - Scion > Eldritch
Tier 4- Archivist > Arcanist
Tier 5 - Jengu > Jenguai
Tier 6 - ??? (suggest a flying type here)
Tier 7 - ??? (suggest a Shooting type here)
Now as to why..
Ok random elementals are ok, but some can actually hurt your lineup.
Scion and Eldritch are mindflayer type creatures, which are some of the strongest casting creatures out there.
Mages should either be heroes or creatures, not both. Tho you can easy put the Arcanist as the heros instead .
Jengu (Explinations of which can be found at wikipedia.org) just sound fun .
Forge
Tier 1 - Drone > Security or Medical Drone
Tier 2 - Crawler > Burrower or Tunneler
Tier 3 - Hopper > Winged Hopper or Glider
Tier 4 - Golem > ect, ect
Tier 5 - Artillery > Mortor or Cannon
Tier 6 - Chimera
Tier 7 - Titan and crew
Why? ....
Forge heroes in my mind rely on machines over anything living. Sure they might have some people running the machines, but that is another matter.
Golems would be upgraded because instead of doing a bit of magic and machines, they would improve the design. Should also be bigger.
Basically when most people think forge they think created creatures. When I think forge I think machines.

thanks guys, i think the artillary is out, there more... weapons, than a creature, and mana dragon... i guess that could have a practicle use, you can give some mana to any caster, hero or creature and at the cost you lose some health/attack/defence, that might work

Hero: Alchemist
1. Clockwork Beetle / Clockwork Mantis (I picked mantis over spider because I think they're much cooler)
2. Gremlin / Gremlin Tinker (tinkers could choose to repair an allied mechanical unit fully healing it and would also gain a ranged attack)
3. Iron Golem / Steam Golem
4. Gyro Copter / Steam Copter
5. Danger Wagon / Steam Tank
6. Mechanic / Engineer (mechanics can heal or buff mechanical units and come with a strong ranged attack while engineers can resurrect mechanical units)
7. Giant / Titan

My 2 academies
These are my 2 versions of the Academy. The first verison is more "classic"/desert Academy and is based on Indian/Arabic myth, while the second version is "jungle" Academy which is heavily based on the myths of southeast Asia (Thailand, Cambodia etc.) and whose architecture draws heavily from Cambodia's Angkor Wat.
Heroes will be Mage-knight and Wizard (Alchemy will become a skill).
Desert Academy:
Core:
Gremlin/Tinkerer
Nomad/Journeyman (a fast assault unit, replacing the Gargoyle)
Marble Golem/Obsidian Golem
Elite:
Mage/Vizier (male, an offense-oriented caster and shooter)
Djinn/Djinn Enchantress (female, a buff/debuff-oriented caster, upg. can transform into a Dust Devil form to become a devastating melee unit, alebit vulnerable and lacking spellcasting ability)
Naga/Naga Queen
Champion:
Colossus/Titan (the ultimate construct, wielding the power of elemental might)
Jungle Academy
Core:
Gremlin/Tinkerer (looks like a gibbon monkey in combat dress)
Amber Tiger/Jade Tiger (a fast assault construct with magical abilities, replaces the Gargoyle)
Golem/Stone Guardian
Elite:
Roc/Garuda
Naga/Great Naga
Mage/Enchantress (female)
Champion:
Yaksha/Titan (a mythical giant wielding the power of tropical storms)
