I like archery for Tower, but it is also excellent for Cove and I might choose it for other towns with 2 shooters.
Towns with only one shooter should stay away from archery.
Rampart and their 3 rangers starting with archery are okay, but I won't pick archery for Rampart unless I get one of those 3 heroes.

I only find Archery useful for Tower and sometimes Stronghold/Dungeon. The issue with Archery is that it becomes less useful if your ranged units fire at half damage and so a mass haste is less useful. Only Tower can really enjoy a full use of Archery as the attacker is forced to attack early or wait and thus allow the Tower units to shield their ranged attackers.
Edit: I actually tested a mass haste against Tower with every town apart from Conflux, allowing only Haste, slow, blind, cure/dispell, shield, stoneskin and curse as spells (I also did not add any angels or Wyverns or included resistance/artifacts and had spirit/hourglass up).
With equal skill and troops in a typical W3 battle on both sides the outcome was that Tower stood its ground and won all battles. Fortress, Rampart, Necropolis and Castle got torn to shreds while Dungeon (many scorpid procs)and Stronghold were a bit more deadly.
While these battles are certainly no firm template for all battles, it does shed some light on the usefulness of Archery as in every battle at least 1-2 units got free to shoot.

Good for towns with 2-3 shooters or mixed armies. But no for one shooter. Good skill.
