The times I've played on the hardest on mode in HALO that armor seemed about as effective as whipped cream, so I'm going with SAMUS who seems to be packing some real armor and a friggin' big handgun.

I'll vote for Samus for being one of the few respectable female characters in videogames. I like the way that she doesn't have any dialogue and isn't objectified in the games she stars in.
Master Chief? Sure he is badass and everything, but not an icon.

Actually, a real icon for big silent type would be Gordon Freeman (not to mention he could kick master chief in the ass anyday ).

The Master Chief is a guy who's been trained from childhood to be a solider, is physically enhanced, and has MJOLNIR armour.

Master Chief is a loser in comparison anyways. He may be trained to be a soldier, but Freeman is trained thinks how to outsmart him.
Plus the crowbar.

Humans can't multi-task, so your point is moot. He either trained in one or the other at a given time. Freeman focused on one. A jack-of-all-trades is always a loser. Plus Freeman is just cooler.
