That line doesn't seem to even be read! I set it to 90 and it had absolutely no effect.

Also, will this effect stack with Deirdre's special ability (that is, a total of -4 morale, -4 luck, -30% initiative)?

Deirdre doesn't 'double' the luck and morale reductions. She just gives an additional -1 Morale&Luck, and the same can be said for the set, only that the latter also improves initiative reduction by 20%.
Therefore a Deirde with the set would have a -3 Morale&Luck and -20% initiative.

So Deridre multiplies the Luck & Morale in my NecroPowerPack MOD Banshee Howl has incresed morale, luck and Initiative penalities so i can tell it works that way.

It does not multiply with the set bonus as well, that's what I'm talking about!
If Deirdre would give -10 Morale & Luck, having the set would make it -11, not -20.

Next Hero: Galib (wizard + basic luck + magic mirror special)
For such a hero, Carcity and I can only think along the lines of magic protection or resistance, which is a fail-safe feature should magic mirror not work.
Weapon: dragon flame tongue / staff of Sar-Issus
Shield: shield of crystal ice / shield of the dwarven kings
Cuirass: cuirass of dwarven kings / armor of forgotten hero
Helm: helm of the dwarven kings
Boots: boots of magical defence / greaves of the dwarven kings
Cloak: cloak of sylanna / bearhide wraps
Rings: ring of lightning protection / ring of caution / dragon eye ring (useful if needing the shooters to shoot earlier)
Necklace: dragon teeth necklace / evercold icicle (very useful if staff of Sar-Issue equipped)
Pocket: golden horseshoe (at least tarot deck or four leaf clover)
A snapshot with a set is given as below (this set caters to magic protection)
Advantages:
+9 attack, +11 defence, +4 spellpower, +5 knowledge
+2 luck (as good as expert luck for Galib)
Faster djinns and magi (important for their casting of spells and the magi's ranged attack)
Immunity to slow, blind, implosion
30% damage (50% x 60%) for all elemental direct damage spells
Disadvantage:
-1 speed to troops (which imo does not matter a lot)
I expect queries / add-ons / corrections, feel free to do so and I will state my viewpoints where possible.

Definitely the Initiative boosters for shooters is the most important for Academy, since it has the most shooters in the game. The same can be said with Necro and their Flying units.

@Asheera,
I need to inform beforehand that the artifact set created is somwewhat defensive, that is why the dragon eye ring is not equipped. The ring can replace one of the other rings if:-
(1) lightning spells do not matter
But note that some lighting spells can be potent (druid elder's lightning and storm titan's stormcaller, plus Svea), so some lightning protection could be necessary.
(2) defence does not matter
Yes, the ring of caution does reduce speed, but since the troops are not likely to charge to the enemy ranks, the speed reduction hardly matters and defence (and also attack for the shooters) becomes more important.
Besides, getting the djinns to charge into the thick of the battlefield sounds like a bad idea (they just die TOO easily, even more so than gremlins or magi)
This is why I left out the dragon eye ring (which is certainly one of the best artifacts to equip for many factions, not just academy).

I Have a Question,If it worth to Combine Urugash Call And Death Embrance on a Necromancer?? Ypu get a serious decrese in the enemy troops morale and luck, but you "waste" almost all your slots for artifacts ?
Moreover if you encouter a strong knight/Ranger they might still have thier troops on positive morasle....

Do you mean Will of Urgash + Death's embrace?
This is actually a good combination, -4 morale and -2 luck is no joke, with Banshee Howl, even high-morale knights and rangers may not be able to counter it easily. Necromancers also get much needed attack.
Anyway, it is not "almost all slots" for artifacts. There are free slots for cuirass, shield, boots and pocket. They all have artifacts which necromancers can surely use (especially Skull of Markal in pocket slot).

Ok, Thx, and what if i Take one ring and put the ring that deaceses enemy luck by 2 and you will have -4 morale -4 luck and better banshee howl, or -2 morale -4 luck and no +5 attack.

Good idea too. Though by then, Banshee howl is probably unnecessary
OK, after some involvement with two CCGs (Heroes IV CCG and Magic: The Gathering, can't imagine the sheer amount of money involved) and stabilising that initial start-up phase, and also settling RL, I am back in HC (though being more busy now I don't expect to have the same level of activity as last year).
I do have some new threads in mind, but until then, I will just continue to post here and there, especially in this thread that I started.
Just to get things started, feel free to state which minor artifact you would most wish to get for your starting bonus (it's either gold, resources or MINOR artifacts). I am asking for "most wished", not "the best" (because there are instances you really want/don't want certain artifacts), so just post your replies and reasoning.

Not one single artifact I would always want but tarot deck is pretty good. Cloak of sylanna is great to have when your opponent is dungeon and when you are the dungeon player I appreciate knowledge arties, slippers, cape. But mostly slippers.

Depends on hero obviously:
necro & dungeon: knowledge arti +2
wizard, knight, ranger: spellpower arti +2
other heroes: no big yearn as they have better stat distribution or other means
Reasoning is early game there is big difference between spellpower of 1 vs spellpower of 2 or 3. (200%-300% difference). Same for knowledge.
For spellcasters necro/dung/wiz: make up for lower of either spellpower or knowledge
For knight/ranger: insurance against having only 1 or 2 spellpower for majority of game which sucks when creeping.

Nice guide.
Although I kinda disagree with "balanced" heroes. spellpower artifacts are best for warlocks and wizards. Because warlocks focus alot on spells, so they need alot of spellpower, or else they've sacrificed creature power for something useless anyway.
Also, I think ring of celerity and ring of speed are awesome, and have gotten too bad of a rating. 20% more initiative means not only going first, but also getting their turns faster, and 20% is alot, 10% too.
greaves of the dwarven kings is awesome. Almost all dark magic users will use mass slow. Now they won't.
Ring of caution is also great in big battles, where after a while most creatures are where they want to be, and all they do is hack against each other. Then it feels good that my creatures are more sturdy.

It's mainly aimed at STARTING artifact bonus which can turn out to be small effect after eg. lvl 10 & probably better arties later.
My experience wasn't aimed at balanced heroes but more as to AVOID complete imbalance of spellpower vs knowledge (extreme examples: what's point of
Sinitar with 10 spellpower & 1 knowledge or
Galib with 3 spellpower & 15 knowledge)
I know there are skills/perks around this but still IMO 10/5 is better than 12/3. There is a minimum I am comfortable with after which yeah stats focus can be good. If magic stats very imbalanced, one could feel ripped off?
Dunno about your comments on init arties, I never got them for starting arti bonus... if one could get them, they'd be even more imba? [I'd like to reduce 20% init arties to only 10% & rings of celebrity not stackable]
The other arties that help early are icicle/slippers/phoenix cape as Elvin mentioned. Warlocks can keep these all game....
Like you mentioned, ring of caution can be useful for early turtles too but I prefer low lvl hero doing more than just std atk.
