I think it's because "per" is read as divided with.
Alcohol is usually in volume.
Cost is.. money.
So the lowest APC is read as the lowest (amount of alcohol) / (money invested), not the lowest (money payed) / (alcohol volume), which I think is what you went for.

I define "alcohol per cost" as how much alcohol you get for a price.

this dude i knew in germany had one of those. he was a douche, didn't get any pussy with it(lol, that's why he got the car). anyway, i rode in it one weekend, and i've wanted one ever since. nice ride, man.
