In terms of Foreigners vs Koreans yes, it's gettir more like broodwar. Clearly HotS made the game more skillful.

I don't think that it is only up to David Kim. And I also think that they got really lucky with Brood War and how it ended up with being one of the best and skillful games out there.
A lot of things in Brood War were like that because engine was old and you couldn't make it better than it was back then, so it took incredible amount of skill and effort to make everything perfect and to make everything work.
I am pretty sure that they can get the game closer to the Brood War, a lot closer, but that will just repel the new/lower skilled players because the game will be just too difficult to play.

THe problem is David Kim. Sure, you can add his team and everything who agrees or takes part on balancing and desing decissions, but a lot of them are simply terrible, to say a nice word.

I agree here, undoubtfully there was some luck involved. But just like not everything is bad in SC2 (there are a lot of good things & improvements, take spectator UI as an example), BW wasn't 100% luck either.

The drop was on an anti-timing, so bad for INno. That and the fact he couldn't scout (so he didn't see the lack of evos).
Jaedong played very good though
