Ahem...Superhumans. In that one, you can be heroes, villains, doesn't matter. That one will be more aligned with you vs the stuff the world throws at you.

those could count as random people count as revenge kills. Plus, they been aware that one of the Legionnaires is still alive and is a threat to them. So it makes sense that Vlad had to silence them permanently. Also, as you may or may not read in Supervillains, Vlad always demanded payment in cash and/or other services beneficial to him. EDN's char is the exception.
the massacre of the national guard who attacked Rex's "property" was another thing. due to the political intrigues his unit was "disbanded" and he's where he stands now. he hates caitalism and those whho serve it. He also despises communism as well. so not only he's neutral in the affairs of the supers, he's also maintaining political neutrality.
He's only involved if it somehow benefits him.
