Myth and legend first I'd say, it's part of Heroes' roots.
The mythology theme is something that drew a lot of people in and I think sticking to it will show the most consistency.
So I'd like to cast my votes for things like:
Rocs
Thunderbirds
Efreet
Trolls
Ettins
Tengu
Oni
Wadjet
Stymphalian Birds
Sea Serpents
Carkinos
Fu Hound
Akki
Sirens
Bachae
Amazones
Etc... you get the idea, plenty of old creatures deserve to come back and plenty of previously un-used myths deserve some spotlight, especially now oriental myth is a on the menu.
Also I'd stay away from the Lizardmen as neutral... I still want a Fortress faction. (obviously not the HV version)
Pop an extra continent onto the Ashan map, drop some exotic cutlures in there including a Lizardfolk society, maybe based on African myth, hint of egypt with a dash of african tribal myth and a pinch of greek for veriaty.
Sounds like a plan to me.

Agreed! Both for neutrals and factions.

I agree with you,I like it more when they take creatures from mythology and I always feel kinda bad if some really well known creatures don't make it into the game,be it because they invented too many units or overused some races(like the dwarves) or simply because there were so many options for the factions that they didn't all fit into a single lineup.
In these cases I would like them to return as neutral creatures and I would like it even more if you could recruit them,in H5 I always wanted to have death knights, phoenixes, elementals and mummys in my team, but I was just never able to recruit them...
Creatures I would like to see as neutrals(as long as they don't become part of a faction):
Behemoths(I just loved these guys in H3)
Basilisk(but a little bit more badass and not so "harmless" as in H3,after all the basilisk is the king of all snakes)
mummies(because everything is cooler with mummies xD)
rocs(maybe thunderbirds too,I just think that they somehow belong to the series)
