Probably. Maybe the regulations changed in recent years, but I watched a documentary awhile back, and couples are paired with a social worker that will have a chat with the couple about the 1-child thing and be with them for the birth. They would have had to go under the radar with the pregnancy, which I guess wouldn't be too difficult, but then if they went to a hospital to deliver the kid they'd have to explain themselves.

I can only assume this was done over a period of several years, otherwise the authorities would have cottoned on to them having more than one child.

To my understanding you can have 2 or 3 kids if you live out in the country or "small towns" (probably as large as small cities here) and the 1 child thing was limited only to the big cities.

Anyone can have more than 1 child in China. They just have to pay tax. I'm not sure exactly how much but i figured it must be a lot to discourage it in the first place.
