Actually, I think cutting War Machines (apart from catapult) was a concious game design decision rather than a matter of funds.
I think it was done along with the general "let's make destructive magic suck" thing in order to prevent one-man armies and making creeping harder. But then, maybe I'm wrong, cause if that was the intention, I would really like to know how they got that to go along with the idea of giving all factions a full-range shooter and a unit with Resurrection in core also and making Resurrection spells level 1 spells also ... Typical UbiLogic.

@Alci: I think it was part of their effort to eliminate the town screens. Since war machines could be bought from the Blacksmith in the Town. Their original philosophy was, everything that can be omitted from the town, should be omitted. So they kept the very basics and those that weren't quite crucial like the Blacksmith had to go.
And the destruction of town screens was done because of the budget limitations, of that I'm 1000% sure.
Ubisoft snowed up, good and proper.

I actually think you're seeing a bit of conspiracy here. I'm pretty confident they scraped the townscreens because they thought it would make game run smoother, and if you go back through the records, you'll see that until people actually saw the result, the opposition was not as unanimous as it is now.
It would be very simply to include the War Machines even in the current town screens, they was plenty of room for more tabs on the left or in the bottom as I remember. I also don't buy the funding thing, it wouldn't cost that much to make a model for a ballista and a first aid tent, and if they wanted to keep the old system, they could just have stuck with the identical catapults to have a netto lower amount of models to make for War Machines, even including the FAT and the ballista.

It wouldn't cost that much to make a proper attack for the might hero, it wouldn't cost that much to make a different model for light and water elementals, it wouldn't cost that much for special heroes to have unique designs, it wouldn't cost that much for hell hounds and cerberi to have the proper number of heads, and so on and so forth. But add all these together and they cost much for a game with a piss poor budget.
Really, who could be that stupid as to think that doing this to the town screens for making the game run smoother is a good idea? It's inconceiveable to me that this would be their reasoning. They just did not receive a sufficient budget from Ubisoft, and since the town screens take up a lot of resources and effort to be made, the result was this.
Anyway, this thead's purpose is done. There's a new attack animation for might heroes. A worse than the previous one. Not because it's not realistic for a melee attack behind walls, but because they did not know how to properly sync the previous.

Still, you insist on making UbiSoft the bad guy in your perspective. And I'm not saying this to defend what they've done to the game, because from what I've seen so far I find them to have pretty much butchered the game I liked, but I don't think they did that just to point their fingers at us and say 'hah hah!' - sometimes their logic may be baffling, but they are running a bussiness after all.
You are completely right that making models for the two elementals, just to take one example, probably didn't cost a lot of money, which is exactly why I'm positive the money was not the main reason why they didn't get their own model. If they really wanted to make those models, they would have found the money - after all, the suddenly found time to make not only the wolves but also a whole new terrain with all the objects that come with that. No, I believe they made the evaluation along the way that people wouldn't mind those shared models (which was wrong, but hey, they're only human), and if they really believed that, it would arguably be a waste of money to give make unique models. I don't agree with their assesment of the situation, but if you take that point of view, their decision made sense. And like I said before, there have been people in this very forum who have been very vocal in their support for ditching the town screens.

I don't believe that's the case because they already knew how the fans are like. They have tasted their grudge over Heroes V, and they got to know what ticks them.
It's not them trolling us ofcourse, or anything like that. They just thought that the game won't generate much profit anyway, due to the unpopular TBS gameplay so they figured they should not spend much on it. They tried to make the most out of the least.
However, it looks like they overestimated their ability to deliver a full game with such a limited budget. So therefore, they were trying to find things to cut from the game, to complete it. A little bit here, a little bit there so it won't poke us in the eye too much and whenever they could come up with an excuse, they would cut even deeper.
That's what seems logical to me, that happened.

So I'm just wondering that with everything that's been taken out from the game this time around, how many of them were due to budget limitations?
BH guys did their best with what they had, but they could do better if they had more support from Ubi.

I think there's a crucial difference between on one hand distributing the funds according to your wishes at first, and then when people want things added later saying that there are no more funds (which is what I think happened) and on the other hand running out of funds during the process and hence having to scrape things (which is sort of what you imply).
It is true that there are no more funds (and/or time) to make those models now, or at least wasn't before game release, but I think that was because a concious decision was made to prioritize those funds elsewhere earlier in the process rather than the whole project necessarily being short of funds. At least I don't see anything that makes it necessary for me to believe that that is not the case, and hence I stick to that, which I find the more logical and likely explanation. After all, like you say, the funds needed to make those models must be very small compared to the overall budget of the project.

I like the magic sword! It's slick but I wish it would look different depending on the faction (i.e. you get a red sword for Inferno, blue for Sanctuary, purple for Dungeonn etc)

But I would preferva game in which might ueroes either shot arrows or were unable to attack creatures behind castle walls
xerox, but, barbarian hero using magic sword is just..
Any way to revert to previous herobcharge animation I wonder?

This. Beats seeing a charging animation every damn time.
And just hitting your target with a bow behind walls is less realistic than a magic sword materializing and striking out of thin air
