You only see the hand if you zoom very much in on it. Look below - you can even see the fingernail on the thumb. I inserted a roughly similar positioned hand on the right. Anatomically they don't match, thumb is placed much lower on the icon one, middle finger is placed higher (which is why I said "demonic", it looks more like a claw in the anatomy), but I definitely see something that looks like a hand. I'm not saying this it IS a hand, but I see hand more than I see gems or diamonds.

Looks like an ax head on the right with 4 weird fungal growths sticking out of the top and then two weird bulbs, one on the far left and the other just left of the ax head.
Or it's an underdeveloped fetal hand, still drenched in its mother's blood before being ripped from the womb.
I hope you enjoyed the free tour into my imagination. I have no idea what the thing is.

What? A hand? How does it look like a hand in any way? O.o
And if it was, why would they make it so unclear when we can clearly see that the other ones are Wood, Ore and Crystal.
I think its pretty obvious that it is some kind of cut Blood Crystal resource. Maybe Crystals were once attached to Blood/Tears.
After all, there are red (corrupted) crystal veins in the game.

Most likely the whole blood and tears system was way more complex than what it is right now. And because they ran into problems or the system was not feeling right they had to ditch some stuff. The problem is that they could not stop thinking in terms of what they already had and gave us an awkward looking system. Typical case of chess blindness.
- We have a missing blood related resource
- Some adventure map graphics for this resource.
- We have mutual exclusive buildings in cities one defensive one offensive.
- We have secondary heroes with no blood or tears. (You have to have a strong reason to not use an existing hero model and instead go out of your way not to use it)
In my opinion the missing element they had was alternative creatures and alternative creature upgrades. And orient some of them blood or tears. With this in place you could have a blood tear component to every single aspect of the game. Heroes / skills / 2 resources / tear / blood town buildings and tear blood oriented creatures.

I think your speculation is going much too far. Despite endless, endless objections to the resource cut from all insiders (and every argument under the sun being used), I've never seen or heard anything official about a fourth resource. No evidence of such plans in the game data either (unlike Academy). We did at length elicit a comment that it would be possible to implement more resources, but there has been no action on that.
On the other hand I don't know what the little red graphic is myself. Probably a filler icon put in by some whimsical 3Mages artist. On the off-chance that the act is gotten together and there is a fourth resource, I'd prefer it be named Blood Gems or something, otherwise it just dredges up more copyright infringement.

Sadly you the VIP's were kept away from some stuff  (my personal opinion).
But I like the name Blood Gems. Feels more natural and matches the picture more  .

It isn't really a matter of opinion. I guess it's certainly possible that somebody on one team or the other secretly planned or lobbied for a red precious resource and was shot down by whichever faction, but I have my severe doubts, particularly since things tended to find their way to being revealed to us if they seemed very likely to please the rest of the community. There was never an inkling about more resources at any point, much as I hate to say it.
