Recruiting Defeated Heroes
How soon (i.e., weeks, months) after enemy heroes are defeated in battle can they be recruited at a tavern?
Is every fallen hero guaranteed to reappear, or is random chance involved?

IIRC they are instantly recruitable... the catch is, they are at the very end of the queue of the possible tavern heroes, so it's quite costly. I could be wrong though, haven't played 3 recently.

How does this queue work exactly? While searching for specific heroes, an uninteresting hero was dismissed, just to find the same hero a couple of hire/dismisses later.

The exact mechanics are unknown to me too, but from my observations, it actually cycles through the available heroes in a pseudo-random order which is quite possibly set before the game starts, from which starting heroes and imprisoned heroes are subtracted, to be reinserted later, in case of defeat/dismissal, at the end of this chain. I reiterate, I never actually experimented with this, save a couple of times in boring single player matches, so this is based on a mixture of intuition and sparse, possibly misinterpreted empirical data.

I've had my own dead heroes reqruitable stupidly fast, like 2 weeks after death, so they are defenitely not added at the end of the queue or anywhere near the end. You were talking about the enemy heroes but I still think they are not added at the end, since sometimes they appear after a few weeks and there's no way all other possible heroes could have appeared in so short time. Even if we consider everyone who is alive or imprisoned.
