I read that as "look, we're not going to include Sanctuary for this instalment; please stop asking." The rest of the article is extrapolating and justifying the point in-universe.
And that is exactly the kind of snow that annoys me to no end. First of all, why rule out the return of Sanctuary if that is something we would like? Secondly, if their decision is to not make Sanctuary return for whatever reason (maybe a Naga swatted a spider and pissed Erwan off, or whatever), then just come out and say it and take the trash for it.

I hope that they mean that sanctuary does not fit in vanilla for their ideas about the current story. Not that it would have been do hard for Ivan to have a Naga from the more independent villages to his council. I mean, they would have made one hell of an adviser considering how perfectionists they are and how warfare and battle training is an everyday thing for them. I don't even mean to have the whole faction in, but 1-2 heroes and 1-3 units just for the sake of it.
But it seems that when the Empress wants to reaffirm herself, she asks of all Naga to stay in their rooms!
Anyways, i liked the article, i find the Naga society and their story very nice and i would love to learn even more about them. A whole expansion could be focused on the Naga.
But bottomline, i think that they just mean that the Sanctuary Faction is not a priority for this current game story wise. Dwarves are more inclined to enter the game sooner as they have been proposed for this game. Inferno and Dungeon were used as "evil" factions but unrelated to the story, so it strikes me as odd that sanctuary is given such ban.

The wording "will not make an impact for quite some time" seems quite clear: No Nagas in H7. I would like to be proven wrong, but given their track record with this game, I'm fairly certain that if and when first expansion comes, we'll get this message: "You didn't want Inferno and Fortress in vanilla game, so which one of them do you want for the expansion?" And then when it comes to second expansion, we'll get the message: "You chose *whatever faction remains* for the second expansion, congratulations."

By the looks of the victory screen, I'd say it's an Asian game company who made this? I didn't check them out further, but the movie does show tons of elements they copied directly from Heroes5, even if there's some own material there too (though it may very well be adaptations of existing material).

Depends my friend on how they wish to proceed.
will not make an impact for quite some time may refer to the events for the rest of Ashan. But within the lotus empire there are many things going on. Let's not forget that as the article says, the Eternal Empress wishes to take back her hold on the empire. That means uprisings, civil wars and much more. And the events of all that story, from whatever point of view the writer wishes to narrate them could still form 1-2 full campaign stories
Finally, i believe that Inferno holds much more chance to appear first, though a vote is not unlikely at all. If some Inferno units will truly appear as campaign neutrals, that means that there will be ready material for the expansion. On the other hand, Fortress has absolutely nothing usable as of now. It did not appear in Heroes VI, and nothing was produced for them in Heroes VII, so it is much more work to be done.
I think an Inferno expansion that will add some dwarven units as neutrals that will prepare the road for the second expansion with the dwarves is more probable. What i fear is that all these expansions will still revolve aroun Ivan, one way or another...

Woah, not even Ubi steals so much, I have no words. Just look at the description:

It's another made in China product. I couldn't miss the opportunity to post it in the forum. I also hate the fact that they steal the inttelectual product, and i wanted to show you guys. I was looking for Heroes like strategy games.
At least they could change the graphic style to be not regoknizeable from another games, or make some small effort to hide the fact of theft. Sorry for my english...

i see you haven't followed ubi heroes development for very long. Stuff like "doesn't fit the lore" has been used liberally and the atrocious designs are all things there only to push the lore. Usually you would be right, but nothing in how ubi treats Heroes in particular suggest it's the case here.

Maybe this wouldn't have happened if Ubi was respecting Heroes IP in th first place.

Ubisoft was asked not once, why the Naga weren't present in Heroes 5 (from lore point of view) and now you have clear answer - Eternal Empress still didn't prove she is rightful ruler.
This quote is more Heroes 5 reference then anything about lack of Nagas in Heroes 7.

much worse than that, they even stole artwork by the HotA team (the Cove puzzle map), may they burn in the eighth circle of hell (unfortunately the ninth is reserved for Ubisoft themselves lol)

Bootleg MMO-s have been infesting advertisments on Facebook app for quite a while. No wonder Heroes got its fair share of such games.
