I am able to start up the game.
This error occurs after I select Single player or after multiplayer and click OK.

Computer Info:
Windows 8.1 Enterprise
I am not running it from my C drive, however it did the same thing when running from C drive.
Any ideas?

Uh, don't know how 8.1 works, still 7 for me. Judging by the error message, I would imagine it has something to do with permissions/accessibility.
I imagine you have tried desinstalling and reinstalling H3/Era.

Try playing a bit with Heroes.ini file. Set CPUpatch to 1 or 0, UseOnlyOneCpuCore=0/1 .

H3 complete from GOG
Though, like I said, it starts up, it's at the point it's going to show me the options for maps that it crashes and gives me that error.

Yes, then install ERA II and ERA II only. From there, you can add stuff.

So the install order should be:
1. H3 complete

I uninstalled, rebooted, reinstalled in the following order:
1. H3 complete
2. ERA II
was able to get in for the first time, updated WOG settings, saved them, exited game, went back in and then got the same error.
Verified my anti-virus Bit Defender Total Security 2015 didn't auto-delete anything.
My brother did the same thing on Window 7 Ult and same thing ended up happening. He has no Anti-virus.
It was just odd that it works once then only errors out when trying to go to the map selection page.
On a side note did change the CPU 0/1 and didn't make a difference.

I don't want to be rude, but rtfm, it is stated in Era II installation notes that one must install Era II on a clean install (can use HD mod, of course) of H3 and Era II only, it already contains WoG.
Does H3 itself work for you? No Era, no HD mod, no nothing.

Please see the notes right above yours(shows only H3 and ERA II were the only installs). Yes H3 complete works just fine from GOG.com.

Then, it is only a question of the map being compatible with the newest edition...
of the mod. Now, called ERA II.
Even though it is known that the mod has, still, contents of the original mod of WoG 3.5.9F, the map, being made at the time, may no longer be compatible with the completely remade mod of ERA I and, ERA II.
Just make sure, from now on, that your downloaded maps are 100% compatible with rather ERA I or ERA II(preferably this latest one).
I read, some time ago, that ERA II was to be a complete redux of the Heroes 3's game engine so, that it can be run on a Windows 6.2(8) or, even, on a Windows 6.3(8.1) PC(Hard-Drive recognition fixes also added for the autosave feature of the game).
Make sure that a Windows Codex file(s) called: Microsoft Visual C++ 2005 Redistributable (x86)or(x64) & the 2008 (x86)or(x64) of it, also, are installed properly onto your PC, before launching such aging game.
As you can see, I did not go lightly on this problem of yours(took the time to read your initial post and the next posts thoroughly before posting this troubleshooting post).

I'll have to look and verify that I have those programs installed when I get home.
It shouldn't be an issue with the maps, as it loads the first time to the map selection page where you have the Wofify options button in the top left hand corner.

This is where I set the WoG options, I am no longer able to get to that page. I will uninstall reboot and reinstall tonight (always fresh installs)
Installs being as follows:
1. H3 complete (from GOG.com)
2. ERA II (version 2.46 from this site's link)
The only maps in the map folder are from the installs at this time, I have 1200 more that I add afterwards but haven't gotten to that point.
Thank you again for everyone's help and questions.
I've been playing this since 1996 and haven't stopped playing Heroes, H3 WoG is the peak of this and can't even go back to playing the original H3. I keep buying the new ones but none of them live up to the game play of WoG.

is strange that even on win 7 you don't get it to work, some specific software you use? Heroes III should be installed in C:, decline the default path, program files are buggy in win 7+, then install era over it. As last resort, upload a screen of your main folder, with all the files visible, so we can compare.

I'll be honest, this was not installed on my C drive, that is a SSD 500 GB Samsung. I was installing it on my 5 TB Toshiba drive.
Though, the Windows 7, that was my brothers computer was all set to defaults and doing the same thing.
When installing it prompts you for path and I put it to the proper path.
Prior to getting my 5 TB HD it was on the C drive and did the same thing.
Tonight/tomorrow I can try it back on there and see if it works but don't believe that's the issue.
I have a few screen shots on that computer and can try to get what you need.

No wonder you must become very frustrated with the overall functionality...
of this latest Mod of ERA II.
This problem is troubling even me, at this moment.
I downloaded and installed the Steam version of the equivalence of a compilation of three(3) games from a defunct company that used to make those fighting games: Double Dragon 1, 2 and, 3(trilogy) from as far back as 30 years ago(1985) and, haven't had much problems running them directly from my desktop window.
So...Why would a game dating the start of this century(2000), not run on Windows 8.x? Makes no sense, what-so-ever.
Try to use IObit's Advanced System Care 8.3 and, IObit's Smart Defrag v4 as System Drive tweaking and fixing of the files on your main gaming drive. Maybe you might have a Disk Error that needs to be rapidly and thoroughly fixed. This comes in as I saw this line on your main post: Error while attempting to read 0x0000(something like that). My C: Drive always comes up with at least 1 Disk Error, now and then.

I got on for a bit last night when I got home (less these days as my 2nd son was born here 7/12) and did the fresh install on C drive with no WoG setting edits and no ERA II edits.
It starts up, allows me to choose single or multiplayer and goes to map selection (usual error out part). I am able to start up a map. Did this server times rebooting the game between attempts. I turned off my computer last night so system reboot was not performed, but next time I start up I will test first that it works as intended.
I will attempt to do some tests by only making 1 WoG settings change at a time and restarting to verify what WoG setting is causing this so I can at least note in here what the problem is and how to prevent it for future user's or so so that someone working on the project can look into and resolve.
This may take quite a bit of time... not getting much sleep and work 11 hour days. But I will posts updates on the progress.
