Money kept out of the circulation are money useless to the economy so if some rich guy stashes billions just because he likes it that way, he effectively harms the economy. It's far more complicated than that of course, there are external banks, tax havens and whatnot, in the end your own country might not even get a single penny.

That depends on how he stashes them. If he literally takes the money out of circulation, then the quantity of money effectively decreases, reducing the price level and producing deflation, but this effect isn't relevant because basically no one is rich enough to have that kind of effect. If he puts money in the bank, it gets loaned out to others, so it's not literally stashed.
In theory, someone could try to conduct their own independent monetary policy by selling goods/services and then destroying the money they get. In practice, this would be stupid on their part, and would be counteracted by the central bank.

If it's legal, it's not tax evasion. Organizing your finances so that you have to pay less in taxes is perfectly legal. We may want to have different tax laws to avoid certain setups, but that's a different question.

It's not a different question when big capital buys the legislation by financing the election process accordingly. That's where your Bernie Sanders is correct and from what I read, they say even Hillary Clinton remodeled her political arguments (closer to Sanders) to get ahead with that.

i have issues obviously but if I had billions I would be investing in technology to help the world serious, and still live it up. I read a quote from someone, said every bilionaire he knows uses hallucinogenics .
So wtf man .. Why aren't they masterminding revitalization of the water table and instead fracking and stuff?

I've always been a history-nut and after years of studying WWI and WWI and the build-up to both wars, what has hit me hard in the last decade is that with the end of WWII, is that the world never went back to true peacetime. Most major nations have never went back to a PEACE focus. i.e. Propaganda methods for use on populations that were gained in fighting a global war, have today been perfected (especially with incredible technological advances) and are in use across the globe today. George Orwell would cringe if he were still alive today and see what the average person accepts today as necessary.
