Acid dragon did that with exploration a month ago!the results were almost the same with the system they initially implemented (3 mov points per rank) the thing is that the percentage does not work with offense and the h7 system...
you have to have at least 15 might for this to make  slight impact :/
in heroes 3 i think this used to be useful because offense skill was about the damage your army inflicts, not the might stat. now if you can change that though that would be great
also if anyone is interested in acid dragon's logistics percentage mini mod email him or search his thread i think it's there. i m still using it.

UDK is supposed to be the one strength of h7 for modders but the problem is all the h7 stuff is in the h7 editor which is a bugfest and horror to work with.

this is nonsense. Might stat is absolutely analogical to Attack. 10% makes difference not only with greater attack but with a bigger stack.

The game supports up to 6 decimals (though it should be float value and support 8)

Then your mod is a go lizard warrior! Leave ashan alone and lets find  an alternative for the offense/defense grandmasters!!
So a percentage can work for leadership and destiny. Maybe the caps can change too!!! I'm still playing H7 so i can test the offense mod if it s avail for download!

Don't get your hopes high, as I'm not sure how it would exactly work, because attributes like attack and defense, accept decimals, not sure about damage, for example a buff which gives 1.7 attack, added with another which gives 1.5, should account as a modifier of 3 attack. Still got to do some tests for damage.
