ill be writing my town idea in this forum instead. I got a couple of them but all unfinished. Ill be writing soon first ill send you my other message.
Another town idea:
The Rogue Town (maybe, Bandit's Den)
Comprised of thieves and such it would make a fast neutral town.
lvl 1 Peasant, Rebel (Similar to pikeman)
lvl 2 Rogue, Bandits (Same ability as in HOMM3)
lvl 3 Boar Riders, Boar Raiders (hehe...)
lvl 4 Nomads, Light Cavalry
lvl 5 Rogue archer, Sharpshooter
lvl 6 Troll, Two-Headed Troll (more powerfull than in HOMM3)
lvl 7 Doppleganger, Greater Doppleganger
The doppleganger could have the ability to shapeshift in another creature in the battlefield. It would only get the physical form, attack power and attack ability of the creature (no magical ability such as spellcasting but it would be able to use the attack of the hydra). Also if 1 doppleganger select a pack of 10 golem to shapeshift (exemple) there would be only one golem in the dopplegangers's stack.

How about this, an opponent has an Azure dragon among other creatures and you have 10 doppelgangers and you copy the azure and voila 10 azure drags..... Dont you think it is a bit unbalanced.

CRA-Z
I like the idea of a doppelganger and to make it balanced, use total hp instaed of number of monsters. ie if you got 10 doppelgangers with 200hp you could copy the azures and get 2 dragons.
Or maybe doppelgangers would get azures stats/attack/weaknesses but keep the 200 hitpionts (still the stats for 10 azures would be pretty crazy).
Either way you would have to think about whether or not it is wise to attack someone with your strongest troops if they have doppelgangers on their side.
This would at least be a cool neutral creature.

Exactly, very good as a neutral creature, which is not easy to get.

Doppleganger
Yes,I agree with Rage.The Doppleganger should be neutral.The dopplegangers,like ghosts,never join heroes.They will make interesting enemies.Supposedly there are 7 or more units and they all shape-shift into the form of the player's army,it would be quite a funny sight(not to mention the challenges of facing yourself in battle).

Something to add
Perhaps only greater dopplegangers can morph into heroes and mimic the attacks and spell casting.

Neutral
Well, a neutral town is needed anyways so why not the Rouge town be it? I think that it would be a good fill beacuse none of these troops are good ar bad. They just are tricky...

Yeah changing into heros and using there spells soudns good but i think its really un-balanced. Shape Shifters are a great idea for battels and a 7th level creature. Will they take the opponets stats to or just the shapes and the moves

Does your 7th level creature ( i forget what the name is ) have a weakness like ArchAngles- ArchDevil. Is there anything that can beat it. Also when it changes into another form does it have its weakness to

Too strong
Well,the question of dopplegangers upsetting the game's balance will be solved if they don't join any towns.They are ideal as roaming creatures.Perhaps they can be a summoning spell of the chaos school?Would make a nice level 5/higher spell.As said by someone earlier,the doppleganger can change into creatures in terms of hit points in the stack

Here is a manual-like description (of course, from my point of view) of the doppleganger with the cost if it had to be in a town.(anyway, if neutral, there could be an outside dwelling)
Name: Doppleganger
Cost: 3000 - 2 unit of each ressource (except wood and ore)
Damage: 15-20
Shots: -----
Attack: 10
Defense: 15
Health: 120
Movement: Ground
Speed: 13
Name: Greater Doppleganger
Cost: 5000 - 3 units of each ressource (except wood and ore)
Damage: 15-20
Shots: -----
Attack: 10
Defense: 20
Health: 170
Movement: ground
Speed: 17
The Doppleganger has the ability to shapeshift in another creature on the battlefield (ally or enemy). The Doppleganger keeps the following attributes from the cloned creature: Physical form, Damage, Shots, Attack, Movement, Speed and Special normal attack (like no retaliation, hydra attack, but not the efreet's fire shield for exemple) while the greater Doppleganger keeps the magical special attack(like fire shield and spellcasting)

Little adenda
The doppleganger (and greater) WOULD keep the cloned creature's weakness. Also, it would NOT keep the "mental" ability (like the hate of some creature)

New city concepts
I think that should be ten cities based on elements:
Light -> Castle
Chaos -> Abyss (with shadows, dark elves)
Fire+ -> Laboratory (open to your opinions)
Fire- -> Inferno
Water+ -> Tritons, sea elves, giant turtle...
Water- -> Pirates, evil fishmen, sea dragon...
Air+ -> Maybe Tower (or other with giants)
Air- -> Palace (sphinxs, lamias, storms!)
Earth+ -> The city of the dwarves and giants!
Earth- -> Maybe the dungeon city...
Other cities:
Of course the Rampart, Fortress, Stronghold and maybe a rogue city should be in the new game too.

Magic Town Repost
A repost of my Idea - (Magic Town)
Heroes:
Might/Magic: Magicians
Skills:
Attact = 1
Defense = 1
Knowledge = 1
Wisdom = 1
- Balanced might and magic skills =)
Troops: all are spell caster. (Heroes canot cast anti-magic)!
Magic Rainbow: Leprechaun -> Master Leprechaun
Magic Archers Tower: Archer Magician -> Mage archer (Shooter) Magic Arrow!
Magic Tree: Fairy -> Mother Fairy (Spell Caster)
Magic Cave: Banshee -> Arch Banshee
Magic Tower: Magic Elemental -> Greater Magic Elemental
Magic Sky Castle: Magic Giant - Magic Titan
Magic Cliff: Fiery Dragon - Ancient Fiery Dragon
Once engaged in the battle all the enemy troop with magic resistance will be dispelled. So the fight will be "MIGHT vs. MAGIC"!!!
Feel free to change any specs to your imagination!

Doppleganger/sea dragon
I suggest that dopplegangers shapeshift into the creature they last attack to prevent any confusion from arising.So it can only change into enemy units present in the battle.
As for sea dragons,I think I remember a creature called the Pastha in a very old game "Gemfire"
