Personally, Diplomacy feels like cheating to me which is why I didn't vote for it. Yes, it sure is nice to have wandering monsters joining you, but it's so overpowered most of the time.

Oh yes, this 1 is a good point. But doesn't it only help you in case you're caught off-guard & ambushed? If someone has the initiative, usually he'll arrange the troops before moving in.

Another situation is advancing your strong shooters, thats a x2 damage.
If you know your opponent has area destructive spells, as meteor, chain, berserk, tactics is your friend, create spaces in your army with tactics.
Yeah, I remember a battle where the terrain looked like a fork, and Expert Tactics allowed me to move all my 3 shooters within talking distance to the opponents. There was only 1 hex forward which I couldn't fill, but the 2-or-3-times-more-powerful enemy didn't have a 1-hex flier either This turned what should be a bitter Pyrrhic bloodbath into an idyllic hunting session. I kept smirking long after the fight.
That said, all your 3 mentioned situations and my above fight depend on luck. Too many ifs involved, and we can't count on it. Besides, IMO it's nothing spectacular when someone realizes those situations and take full advantage of them, so it's not 'advanced tactics'. Any mediocre player can do it as well.
@Drakon-Deus: I read somewhere here, maybe in a "quality post", that we should give Diplomacy to the 2nd hero. In that case, we'll need another guy stalking the main hero and exchange whenever we see the chance of joining. What do you think is the better approach - sacrificing a slot in the main hero's 2ndaries or managing the logistics of exchanging troops day in & day out?

That is a good question. If I had to choose I would take the second approach, giving Diplomacy to the other hero and keep them close.
Maybe it would make for an interesting poll to decide the skills of a secondary hero too...
