Enemy Heroes Not Dropping Gear When Killed

About halfway through my first game, the defeated heroes stopped dropping gear when killed. Any idea what is causing this?

but heroes don't drop stuff when killed in heroes 5, if they had artifacts you'll get them, but. they don't drop artifacts.
