What you need to do:
Tactics and all the subskills. They only affect creatures and since the map is creatureless (only neutral stacks), these skills should not be offered.
Combat: This skill can be used.
Scouting: This skill can also be used.
Nobility: The Nobility skill is useless, as you won't have any towns where you can build creature dwellings. Estates and Mining may see some use through quests huts and non-creature builds in towns. Diplomacy, you need to restrict. (Though, without Diplomacy in this group I can't really see any need of offering this skill at all.)
Life Magic: Ressurrection is useless and should not be offered. The skill will never ressurrect Heroes and you have no creatures by design.
Order Magic: Charm needs to be restricted.
Death Magic: Necromancy needs to be restricted.
Chaos Magic: This skill can be used.
Nature Magic: Summoning needs to be restricted.

Things you cannot allow:
- External creature dwellings.
- Creature dwellings in towns.
Other things which should not be present:
- Artifacts which works only on friendly creatures.
Myself, I'd not want to try this type of maps. There was one in the order campaign and the problem with them is clear.
Either your heroes are strong enough to take on a stack or they're too weak. If they're too weak, then there's pretty much nothing to do. With creatures, you can return with more creeatures to combat the neutral stack. Without creatures, you're pretty much stuck. You can perhaps hope to find an artifact which can help you, or when possible you can try exploring in another direction and return later.
The risk being that players will either find the Map too easy (because the stacks are too small), or impossible (because they can't defeat a certain group of monsters).
