In reading all of this, with reference to player-agreed upon rules, i'm thinking it would be a good idea to have some policy regardingthe handling of these issues in place.
As it stands right now - it almost reads as though players have carte-blanche to make and break rules to their own advantage and the honour council will accept this.
I have always felt that there needed to be something said about this. While i understand very well why the honour council is unable to rule on player made rules (they are not there to oversee them being made, and therefore unable to make judgement) i do think that if it is reported to honour council by several players than an individual player is in fact making and breaking rules often in game - that the player should be penalized for this dishonorable behavior. While it cannot be called 'cheating' as such, it is certainly not an honorable way to play, and should not be tolerated in ToH. As it stands right now, it sounds as tho a player can make his way to the top rank in toh simply by stating "no necro' in games, and then attacking with his gm necro and tons of vamps every game - and he will never be punished.
P.S. @Deth8 your comment about screenshots reminded me of the ones i used to e-mail you "fun things to do to jb after you kill him" lol do you remember?

About the possible abuse of someone making rules only to dishonestly break them, if that gets reported to the HC in even two very similar situations strong consideration would be given for that players removal. This has always been in place, though never stated (actually it was for a while, but seems to just add too much verbage whatever page it was) for giving rise to the idea that the game is somehow "better" if played one way or another.

I just thought it was an important thing to have stated somewhere, especially to dissuade some that might think they can get away with such a thing

Thanks for mentioning your concerns. Any suggestions you have as to how I should improve the "watch out for" sections would be appreciated. I hope you get the time to read the document in detail. I think I addressed most of the other issues you raised.

Please know that because of your status in this community, I hold your opinion in high regard. I really do care what you have to say about this, and from what I can tell, your advice is to scrap the document completely because it makes the community look bad. In part, I have to agree. It does. But what I want to ask you is this: which would be worse, to go online and discover these things the hard way or to be warned in advance. Personally, I'd rather someone had warned me in advance. And, in regards to another issue, do you really think new online players (who are accustomed to playing unlimited turns) are on a level playing field with 2 minute turns? Wouldn't they have a better chance with longer turns, given that they're used to having turns that last as long as they want?

Lealth, i am sorry that you took my post to mean that you should scrap the whole thing, it didn't mean to come across as such. I just found the tone to be rather.. harsh.
I admit, i may well be speaking from ignorance as to the situation - i play with tcp/ip with friends i find on icq
It appears to me that in many ways that your guide is geared towards telling a new player what they should do to win - and not as much a guide welcoming them to the tournament. That probably doesn't make much sense.. but i'll try to explain.
It is my opinion, that much of what you guard against - is not actually beneificial to a new player. One of the great things about ToH is the learning opportunity, with so many different players especially those of higher ranks each game can be a step to improving our own play. By telling a new player they musn't play those higher than them is cautioning them against an opportunity to learn from those players and improve their own game.
The ranking system is set up so that a lower ranked player can play one of higher rank without fear of losing full points. I would encourage new players to seek out the higher ranked players when its possible, and to save the game every day. This is a great learning tool! After reporting, the player now has a lesson on how to play the map Not to mention that during the game, if your opponant likes to chat, you can ask questions while you play, also very helpful.
I also disagreed with your position about refusing to play popular maps. By refusing to play the most popular maps, it becomes much harder to find a game. I would recommend to new players that they seek out the most popular maps, and try to familiarize themselves with them as soon as possible. Ask for tips on what a players strategies are on a particular map, many players enjoy discussing this! Or play the map in single player first to get an idea of the layout, or find some games against players at your level who also don't know the map well - but definately don't pass on a map because it's popular. The map is likely popular because its one that players find fun and enjoy games on!
The two minute thing again : my only point here is that in a guide to new players i don't feel you should caution a player against playing a certain way just because you don't like it. There is nothing wrong with playing two minutes - and many new players will likely prefer it, so don't tell them they are wrong to.
I really feel like i'm picking your guide apart - and i am sorry for that - but the last point i'll make is that it just feels to me like there's too much emphasis put on cheating and dishonor. When i look at a player's record and see that they are winning most of their games, my first impression is - damn, they're good! not, hmm, they must be cheating, point hugging so and so's... Don't get me wrong, i do feel its important to make new players aware of how to protect themselves. And i would include in the guide that saves should be made, and if you find something suspicious you should ask the honour council, i just wouldn't stress so often that if a player has a high winning record they are likely to be cheating or somehow dishonorable.
I do think that your guide is a great idea, and really appreciate the work you're putting into it. Remember these are just my opinions - i don't mean to sound discouraging.

I'm Not a Noob to Heroes, but...
I certainly am to on-line gaming.
One thing I took from the guide is how much it reminded me of a friend who played Everquest (and then other MMPG's).
The two impressions I got from the guide are:
(1) have fun.
(2) watch your back.
Sounds like life itself.

Ouch that thing about watching out for people who only have 1 game with most people kind of hit me. Although I have lost 2 times to 3 different people, have won 2 against one person, and I have tied 1-1 with 2 people. Going to have to get around to challenging you to a tie breaker one of these days.
Myself I always like to put 4 min turns. I find that with 2 your sometimes rushed but with 6 it's a bit too long so 4 is just right.
The only problem I hate with the no GM necromancy rule is that a on one or two ocasions I have gotten it from a shrine by mistake, didn't have a choice, and had to reload. hmmmmm.....(remeniscing about a time my opponent had about 14 Behemouths, killed them in 2 rounds with the Level 5 Necromancy spell Hand of Death...grin)

I've been meaning to revise the guide for some time. I kept putting it aside and working on other things, mainly because I felt I had failed. It seemed like the guide wasn't helping new players so much as it was ticking off experienced ones. Of course, these days I hardly have time to play, but I have noticed that my own record is nearly getting into the 80+ percent win-to-loss ratio danger zone. (Valky, hurry up and beat me. I need a loss, bad.)
Anyway, thanks to everyone who has given me feedback on it. Your opinions are valued, and many of the comments I've gotten in this thread will find their way into the final draft.
Patience! For the Jedi it is time to eat as well.

Well, to be prefectly honest, activity in the Clans of Vandea Tournament has been really slow of late, and our first season just came to an end yesterday. So, really, there's no Vandea Tournament to participate in at the moment. I fully intend, however, to initiate a second season early next year, and I'll announce it on this board when I've worked out the details.
